Job Summary

Performs advanced work in the enforcement of laws and performance of related activities to maintain public peace implement the departments community policing philosophy protect life and property and assist in directing activities of multiple officers on assigned
shifts or units including Animal Control; coordinate interaction with other public safety agencies citizen and community groups or support agencies following established department procedures under varying degree of supervision.
Responsibilities:
Assists in the command of assigned unit or shift directing Police Officers Animal Control Officers and Civilian staff in the enforcement of laws protecting life and property and the performance of related activities to maintain peace and implement the departments Community Policing philosophy.
Monitors calls for service; ensures they are answered and handled appropriately in a timely manner; ensures activities of assigned unit or shift are conducted in accordance with applicable federal state and local laws and department policy; reviews all required
federal state and County reports for content accuracy and compliance with department reporting standards.
Assists with determining adequate manpower for any given call or event and makes assignments accordingly including the call out of specialized units or off-duty personnel; prepares unit or shift schedules; monitors and evaluates performance of assigned
personnel; conducts performance evaluations provides counseling and recommends disciplinary actions as necessary.
Investigates and makes recommendations to assigned supervisor regarding citizen complaints relating to violations of state laws and County ordinances and complaints made about County Police Officers and Animal Control Officers.
Promotes and ensures proper employee training and compliance with County Safety Program and departmental safety procedures; ensures that all equipment materials and work conditions are adequately maintained to prevent accidents.
Submits reports to the Division Commander Financial and Management Services the State Veterinarian and other departments or agencies as required.
Sergeants assigned to Animal Control will also take action enforce laws and investigate calls pertaining to Animal Control with an emphasis on animal bites animal complaints animal welfare uncontrolled or stray animals animal cruelty animal quarantine
rabid animals damage to livestock or fowl animal impoundment dangerous dogs and euthanize animals when necessary or order confinement of animals in coordination with the Virginia Department of Health.
Completes work in accordance with County and department policies and procedures; enforces state and County laws.
Performs other duties as assigned.
Qualifications:
A minimum of 5 years of experience in law enforcement. Must be a Senior (PO III) or Master (PO IV) Police Officer and have completed any applicable introductory period prior to application.
Must possess or be able to obtain within 30 days of hire a valid Virginia drivers license and have an acceptable driving record based on James City Countys criteria.
Successful completion of 160 hours of federal state or local certified training including Radar Operator and Intoxilyzer Operator Certification or training in other specialty areas approved by the Police Chief.
Certification as a Law Enforcement Officer from the Virginia Department of Criminal Justice Services.
Must maintain all qualifications as set forth in the Code of Virginia Chapter 17 15.2-1705.
Sergeants assigned to Animal Control must also maintain all qualifications set forth in the Code of Virginia Chapter 65. Section 3.2-6555 and 3.2-6556 and be appointed as Animal Control Officers by the James City County Board of Supervisors and may require a rabies vaccination.
Knowledge of police methods practices and procedures; civil and criminal statues; rules and regulations of the James City County Police Department; geography of the County; knowledge of principles and processes for providing customer service including
setting and meeting quality standards for services and evaluation of customer satisfaction; leadership techniques principles and procedures to assign work schedule supervise train and evaluate the work of assigned staff.
Sergeants assigned to Animal Control must also possess or obtain knowledge of laws and ordinances governing animal protection and control; the care and characteristics of domestic animals; hazards and safety practices involved in animal control and handling
work.
Skill in use of computer software especially Microsoft Office Suite.
Ability to communicate effectively both orally and in writing to individuals groups and the general public; lead teams and facilitate groups; make sound decisions; establish and maintain working relationships with employees department heads County officials
and representatives from the private sector or other jurisdictions and the public.
