Description of Job

The Colorado Department of Corrections protect the citizens of Colorado by holding offenders accountable and engaging them in opportunities to make productive behavior changes and become law abiding citizens. Provide a secure environment for offenders; ensure the safety of society staff offenders and property; provide second level supervision to maintain rules state statutes and security of facility.

The Use of Force Reviewer provides management services in support of the safe and secure operations through the Office of The Director of Prisons of all Colorado Department of Corrections facilities and Contract Facilities. The Private Prison Monitoring Unit the Office of Legal Affairs Offender Services the Central Transportation Unit Special Operations Response Team and SORT/Central Armory regarding use of force related tactics systems or processes.



The primary job duties include but are not limited to:

  • The second level of review on all use of force incidents: Shift Commander use of force packet incident reports photographs video evidence etc.;
  • Review and verify all written reports concerning potential offender and staff violations of rules regulations and statutes when use of force events occur;
  • Ensure the appropriate application of force is used including methods weapons and tools and that it meets applicable Colorado Department of Corrections policy and State and Federal law;
  • Ensure disciplinary procedures are carried out with respect to due process if delegated Appointing Authority;
  • Ensure that DOC Code of Penal Discipline (COPD) rules of conduct sanctions and procedures for violators are communicated to offenders and staff;
  • Make recommendations for suspension or removal of qualifications for applicable weapon systems;
  • Recommend initial recommendations for internal or external incident reviews and/or review by the Office of the Inspector General;
  • To address deficiencies through various means such as plans of action meet with all key staff involved in each use of force after all levels of review are complete (individual and/or group setting);
  • Coordinate use of force related training needs as identified through use of force review;
  • Provide guidance direction and motivation to employees to achieve maximum performance levels;
  • Mentor and coach staff in development of contemporary correctional professionals;
  • Monitor staff performance for compliance with administrative regulation implementation and adjustment policies post orders and knowledge of the facility emergency plan;
  • Make recommendations concerning accountability up to and including disciplinary actions as part of the review process;
  • Develop guidelines for staff to complete assigned tasks regarding the use of force;
  • Assure maximum results for all tasks by observing evaluation planning directing modifying and implementing daily operations with verbal and/or written directives;
  • Review and verify all written reports concerning offender violations of rules regulations and statutes;
  • Provide communication through the chain of command to maintain daily operations in compliance with the department and facility mission for smooth interactions and the teamwork concept;
  • Performs other job-related duties as assigned.

MINIMUM QUALIFICATIONS

  • Eight (8) years of experience in corrections criminal justicebusiness administration behavioral science education or related field. (Experience must be described in detail on your application to receive credit.)

  • A combination of coursework from an accredited college or university and experience in Criminal Justice Behavioral Sciences Business Management Education or related field equal to eight (8) years.(Unofficial transcripts showing name of college/university name of student degree type and date conferred/awarded must be submitted with the application in order to receive credit.)



In order to adequately determine if you meet the minimum qualifications you must clearly describe your experience in the Work Experience section of your application by job classification duties and dates. *Professionalwork experience involves exercising discretion analytical skill judgment and personal accountability and responsibility for creating developing integrating applying and sharing an organized body of knowledge that is uniquely acquired through an intense education or training regimen at a recognized college or university and equivalent to the curriculum requirements for a bachelors or higher degree with major study in or pertinent to the specialized field.


**Correctionsrelated experienceis defined as experience in which the employee provided a direct service to/with inmates such as *professional correctional officer (work leader and above) teaching social work nursing food service general maintenance; or worked directly with inmates in the implementation of a program such as correctional industries. Corrections related experience is not earned through clerical support positions.

PREFERRED QUALIFICATIONS: (Candidates may receive higher ratings for possessing the preferred qualifications criteria).

  • Three(3) year experience of correctional experience (as defined above) at the equivalent level of COIII or higher;
  • Experience as a board member in Incident Reviews
  • Demonstrated experience with implementing Use of Force polices and procedures;
  • Demonstrated experience developing a positive and progressive culture;
  • Strong technical project/program management experience;
  • Strong knowledge and experience of performance management and progressive discipline;
  • Strong supervisory/leadership experience to include conflict resolution;
  • Strong skills in policy review development and implementation.
