Court Highlights

The Washington County Circuit Court in Hillsboro Oregon is a general jurisdiction trial court that handles offenses ranging from traffic violations to capital murder as well as civil cases: family law and juvenile matters small claims landlord/tenant matters and multimillion-dollar lawsuits. With a $30 million biennial budget (excluding judges compensation) our 16 elected judges 2 hearings referees and 125 court staff members serve a geographically large and growing metropolitan county that has a diverse population of more than 600000 people. We provide services at the Courthouse Justice Services Building Juvenile Services Building Law Enforcement Center and Records Archives.

Position Highlights

OJD and the judges of the 20th Judicial District are looking for an experienced leader to become our next Deputy Trial Court Administrator 1 (DTCA).

In this role you will work in executive partnership with the Trial Court Administrator (TCA) and through supervisors to lead oversee and manage all nonjudicial aspects of trial court operations. These areas include human resources budget and finance information technology risk management and intergovernmental and community relations as well as the technical aspects of operations such as calendaring case flow management records juries facilities and safety and security.

The TCA and DTCA co-lead the Court Management Team which includes supervisors the IT lead analysts and a management assistant. The teams goal is to create a clear vision and sense of purpose for the court its departments and employees. The team also works closely with the Presiding Judge judges and justice system partners to develop court programs and policies and to implement new legislation that affects the court. You will also help identify emerging political and social trends and resolve challenges facing the court and local justice system.

Your creativity and emotional intelligence will serve you well as you directly supervise 15 employees and indirectly supervise 100 employees. You will oversee hiring processes work assignments and schedules. You will motivate empower and mentor staff conduct performance evaluations respond to grievances and provide supervisors with guidance and ideas for problem-solving. You will also participate in investigations and initiate disciplinary actions as needed.

We need someone who is a clear communicator and an active listener to represent our court when speaking with the media the Oregon State Bar other courts and community partners. You will be the court administration liaison for judges attorneys governmental agencies and the public helping our court accomplish our goals and objectives on overarching justice system projects. You will collaborate with court staff and county officials to manage and maintain our facilities ensure effective court safety and security and update our plans for disaster recovery and business continuity. Part of your time will be spent serving on OJD Oregon State Bar and local justice system committees.

You will report to the TCA and work under general direction within broadly stated goals and objectives to guide the administrative operations of the court. You will also provide coverage for the TCA and the Public Information Officer as needed.

Assigned tasks may be changed to accommodate workload and organizational needs.

Washington Countys DTCA is my court executive partner focused on internal court operations the supervisor of supervisors and oversees Analysts Case Management (formerly known as Calendaring) Information Technology and Treatment court has a mature and lean governance structure that partners leadership judges with court administrators to make and implement recently transitioned from Central Calendaring to Individual just opened a second criminal arraignment courtroom co-located with the County and the Oregon Legislature appropriated a combined $2.5M to plan for the Washington County Courthouses is a busy challenging and exciting time and place to be a court administrator.

Minimum Qualifications

The qualified candidate must have a bachelors degree in public or business administration management social services human resources criminal justice or a related field.

AND

At least four (4) years of professional work in business public court administration or a related field of which one (1) year must have been in a court administration leadership role.

OR

Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge skills and abilities for the position.
