Job Description:

JOB PURPOSE

The primary purpose of this role is to provide strategic leadership on child and youth protectionincluding adolescent protectionacross the South Asia and Pacific region. The role will guide and support Field Offices by strengthening technical capacity advising on programme design and implementation and advancing World Visions technical leadership and positioning at both field and regional levels.

The role has five core areas of focus:

  • Advise Field Offices in the South Asia and Pacific region in the design implementation monitoring and evaluation of Child and Youth Protection initiatives ensuring alignment with Our Promise 3 direction.

  • Lead the development and application of innovative and adaptive approaches to effectively address the evolving needs and challenges faced by youth.

  • Represent and lead the World Vision South Asia and Pacific Regional Office on strategic child and youth protection forums and networks including supporting Child and Youth Meaningful Participation.

  • Lead the Regional Office Community of Practice providing technical advisory support and guidance to South Asia and Pacific Regional Office and Field Offices on current and emerging Child and Youth Protection issues and Child and Youth Protection Minimum Requirements promising programming and advocacy practices and lessons learned.

  • Lead and initiate Child and Youth Protection related initiatives to build regional collaboration (research advocacy programming) and positioning.

MAJOR RESPONSIBILITIES

Advise Field Offices in the South Asia and Pacific region in the design implementation monitoring and evaluation of Child and Youth Protection initiatives ensuring alignment with Our Promise 3 direction.

  • Build the capacity of Field Offices to effectively integrate Children and Youth project models and interventions into program and strategy particularly in emerging World Vision initiatives such as Integrated Program Framework Sponsorship Foundational Programme Annual Impact Measurement and Our Promise Phase 3.

  • Deepen and scale up quality Children and Youth protection programming and advocacy efforts in WV operation areas.

  • Provide technical guidance in quality design and implementation of Children and Youth protection approaches in alignment with World Visions global strategy contextual field realities and promising global/regional/national promising practices (e.g. Child Protection in Humanitarian Action).

  • Ensure national and field offices capacity in Children and Youth protection is continuously improving to meet and exceed organizations minimum expectations and quality standards.

  • Champion innovative practices tools and technologies to enhance the effectiveness of child and youth protection programming. Foster a culture of experimentation and adaptive learning to respond to emerging risks and evolving needs of children and adolescents.

  • Supporting in the expansion and strengthening of regional Children and Youth Participation platform (i.e. Child-led Advocacy and Meaningful Participation) through innovative strategies that empowers including building capacity of Field Offices to establish or strengthen country level Children and Youth Participation platforms.

Lead the development and application of innovative and adaptive approaches to effectively address the evolving needs and challenges faced by youth.

  • Design and pilot youth-led innovation labs or digital platforms to co-create solutions with young people on key protection and development challenges (e.g. mental health online safety civic engagement employment readiness etc.).

  • Facilitate capacity-building sessions for Field Office staff and youth leaders on innovative tools and adaptive programming methods to enhance youth engagement and protection outcomes.

  • Implement pilot projects using emerging technologies (e.g. digital apps Short Messaging Service platforms social media campaigns) to improve youth participation and access to protection services.

  • Establish feedback and learning mechanisms that regularly capture youth perspectives and emerging challenges enabling timely adjustments to programs and strategies.

Represent and lead World Vision South Asia and Pacific Regional Office on strategic child and youth protection forums and networks engaging as thought leader and technical expert with stakeholders identified in the Regional Office External Engagement strategy (e.g. United Nations Childrens Fund (UNICEF) Association of Southeast Asian Nations (ASEAN) South Asia Coordinating Group on Action against Violence against Children (SACG) Joining Forces etc.).

  • Develop and nurture strategic partnerships with regional Child Protection and Participation coalitions networks and other Civil Society Organisations to raise the voice of most vulnerable children.

Lead the Regional Office Community of Practice providing technical advisory support and guidance to South Asia Pacific Regional Office and Field Offices on current and emerging Child and Youth Protection issues and Child and Youth Protection Minimum Requirements promising programming and advocacy practices and lessons learned.

  • Provide guidance and support to Field Offices in their implementation of operational requirements on Children and Youth Protection and Participation (eg. Child Protection Minimum Requirements National Community Engagement Plans etc.).

  • Lead Children and Youth Protection and Participation learning and generation of promising practices establishing systems and processes and effective knowledge management across the Region

  • Establish and sustain a functional Community of Practice that actively contributes to regional and global learning collaboration and technical excellence in child and youth protection.

Support child and youth protection and participation related initiatives to build regional collaboration (research advocacy programming) and positioning.

  • Support Advocacy and Grants team in developing Children and Youth Protection and Participation concept notes proposals and donor engagement products.

  • Provide technical support for design implementation and evaluation of Children and Youth Protection and Participation programs in close collaboration with other sectors (i.e. Gender Equality Disability and Social Inclusion Sponsorship Urban Programming etc.).

  • Improve the evidence base on Children and Youth Protection and Participation in the South Asia Pacific Region through innovative research data utilisation and thought leadership.

  • Provide overall technical leadership and guidance to regional and Field Office colleagues.

  • Engage with internal and external stakeholders to stay abreast and engage on new and emerging issues and opportunities in the Children and Youth Protection and Participation sectors.

QUALIFICATIONS FOR THE ROLE

  • Masters degree or equivalent in Social Work International Development Child Development or related field.

  • Strong technical expertise in child and youth protection including child marriage trafficking and participation with 7-year experience in the technical advisory.

  • Five years of project management experience in an International Non-Governmental Organization.

  • Demonstrated experience working and living in the Asia-Pacific region.

Preferred Knowledge and Qualifications

  • Highly developed external engagement and networking skills.

  • Strong project management skills including experience with research and development of programming models.

  • Excellent writing skills as shown through technical documents thought pieces and proposals.

  • Demonstrated willingness to be flexible and versatile in a changing work environment while maintaining effectiveness and efficiency.

  • Ability to motivate and develop staff.

  • Experience leading a task force or community of practice.

  • Understanding of safeguarding risks and challenges (child protection prevention of sexual exploitation and abuse).

  • Strong understanding of global strategies and frameworks to end violence against children.

  • Knowledge on legal international conventions related to child protection.

  • Strong negotiation networking liaison and donor engagement skills.

  • Demonstrated proficiency using Excel Microsoft Suite of products databases and statistical packages.

  • Consistently demonstrates high-level influence and strategic engagement skills and tactical savvy in delivery of technical assistance.
