NDDOT Hiring Salary: $7042 / month

At the North Dakota Department of Transportation we owe our success to our TEAM and processes. As a Stormwater & Hazardous Materials Specialist in the Environmental & Transportation Services (ETS) division you will provide technical expertise and support for the National Pollutant Discharge Elimination System (NPDES) including the Industrial Stormwater (Multi-Sector General Permit) Construction General Permit (CGP) Stormwater Pollution Prevention Plan (SWPPP) and Municipal Separate Storm Sewer System (MS4) permit programs for NDDOT construction maintenance and facility operations. This position will support the development implementation and maintenance of NDDOT stormwater program standards and guide stormwater training and outreach efforts program communication and education activities. This position will act as an Environmental Site Assessment and Contaminated Materials Technical Lead and provide support to environmental permitting and wetland management responsibilities as needed.

Job Duties Include:

Review and evaluate licensed or regulated institutions operations and equipment for compliance with environmental standards regulations and policies.
Prepare and/or review applications permits licenses reports and proposals for technical adequacy and compliance with applicable requirements.
Review and comment on project plans environmental documents and consultant environmental site assessments (ESA) during project development.
Interpret state and federal laws rules regulations policies and procedures and act as liaison between federal state and local agencies on environmental issues.
Provide technical assistance to the Department and other agencies the regulated community and the general public.
Develop and present training.
Perform data collection management and analysis.
Perform environmental testing and monitoring.
Coordinate and inspect construction and maintenance activities to ensure compliance and conformance to plan specifications environmental regulations applicable state and federal laws and any other applicable rules or regulations.
Prepare and present reports on environmental engineering information including findings and corrective recommendations.
Act as the technical lead for the Hazardous Materials Program.
Support development and maintenance of program/project standard operating procedures monitoring programs assessment strategies or quality standards related to stormwater and hazardous materials.
May participate in emergency response activities.

Minimum Qualifications
Bachelors degree (or higher) in Environmental Science Natural or Physical Science or Environmental Engineering or related field.
Minimum 2 years of professional experience in environmental work related to the position.
Preferred Two years experience managing an environmental program.
Strong written and verbal communication skills for preparing reports correspondence and regulatory documentation.
Experience interpreting environmental regulations applicable to transportation projects and construction activities.
Valid drivers license for field work duties.
