Purpose of Job
The purpose of this job is to perform administrative/supervisory functions associated with coordinating and managing Transportation and Public Works projects. Duties and responsibilities include but are not limited to: coordinating and supervising section personnel consultants projects and associated activities as assigned coordinating and reviewing engineering projects or activities ensuring these activities are performed in accordance with applicable codes and performing additional tasks as required.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.
Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather utility failure fire or other forced evacuations or as determined by the Manager.
High school diploma or equivalent required with four years of experience in the required discipline (engineering construction management Project management design engineering land development stormwater pavement management sign and marking maintenance and installation traffic signal maintenance and installation or traffic studies to include traffic signal and systems timing development/installation and signal systems communications) required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.
Must possess a valid drivers license.
Bachelors Degree preferred.
When assigned to project management:
One year of project management supervising and working with third party design consultants programming planning and/or designing is required.
One year of supervisory experience is preferred.
Possession of International Municipal Association Level II certification in Sign and Marking Traffic Signal Electronics or Construction is preferred.
The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Knowledge of the principles practices and procedures of the Athens-Clarke County and the operations and functions of the Public Works Department depending on area of assignment.
When assigned to Project Management:
Develops departmental capital improvement projects timelines and maintains updated grant charts of all projects sponsored by the department and or by third party consultants (SPLOST Office & Consultants) including stormwater roadway sidewalk multiuse path and intersection improvement projects.
Work and coordinate with multiple key departmental staff including the Transportation Planning team to maintains updates and coordination on weekly basis maintaining up to date data base for planned designed and on-going projects.
Compose timeline for each capital project and identify critical path with coordination with appointed staff Which includes assisting with the preparation of individual project Critical Date Schedules to follow ACCs Capital Project Delivery Process.
Take on project management role for assigned projects including projects funded by federal and state funds
Oversee and manage task orders issued to design consultants on capital improvement projects verify and approve invoices and submit reimbursement requests when applicable and as directed
Maintain active training for the Local Administered Project Certification with the Georgia Department of Transportation; more than one training may be required and as directed by Engineering Administrator
Direct the evaluation and selection of consultant with collaboration with ACCGov Procurement and Purchasing staff
Responsible to ensure consultants are following all terms and conditions of state and federal funded projects administered by the department
Responsible for ensure that ACCs Capitol Improvement Process is being followed by Design Consultants when tasked with delivering Local Projects.
Responsible for ensure that GDOTs Plan Development Process in addition to Highway Design Standards are being followed and utilized by Design Consultants when tasked with delivering Locally Let projects which are funded by State or Federal Funds through Grants or other sources.
Coordinate plans reviews on assigned roadway and drainage maintenance and new capital improvement projects with Construction Management Coordinator or other staff as directed.
Prepares or directs the preparation of various construction cost estimates.
Processes pay applications on all assigned projects and submits certified pay applications for further processing and payment.
These duties also include review of an/all other associated contract documents for all projects assigned.
Prepares correspondence to contractors consultants utility groups and other government agencies.
Tracks individual project schedule and work progress. Submits detailed bi-weekly update on all assigned projects to Engineering Administrator prior to bi-weekly update meeting.
When needed perform the inspection of construction projects for compliance to contract requirements and established standards and specifications; prepares or directs the preparation of change orders; certifies or rejects work; administers project closeout; assesses for liquidated damages; performs final inspection and approves final payment.
Responds to questions from general public and media related to construction and project management activities.
Makes oral and written presentations to citizen groups neighborhood associations the County Managers Office and the Mayor and Commission.
Knowledge Skills and Abilities
Knowledge of practices policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of land surveying principles hydraulics and methods of construction cost estimation.
Knowledge of computer applications for hydrologic and hydraulic analysis and various word processing spreadsheet and database software.
Knowledge of the scheduling and planning principles of construction.
Knowledge of civil engineering principles and practices and of methods used to formulate evaluate and administer public works construction projects.
Knowledge of roadway and drainage construction materials costs and structures.
Knowledge in developing and administering operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.
Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.
Knowledge of the scheduling and planning principles of projects in the Public Works Department or Public Utilities.
Knowledge of civil engineering principles and practices and of methods used to formulate evaluate and administer public works construction projects.
Knowledge of reading and implementing plans construction drawings and specifications.
Knowledge and skill needed to operate various computer applications equipment and machinery including a utility vehicle computer printer calculator copy machine facsimile machine two-way radio and telephone.
Knowledge of and proficient with computers.
Knowledge of erosion and sediment and control best management practices.
Skill in organizational management human relations and technical techniques.
Ability to keep abreast of any changes in policy methods operations budgetary and equipment needs etc. as they pertain to departmental operations and activities.
Ability to develop and administer policies procedures plans and activities and to monitor performance of subordinates against measured established goals.
Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.
Ability to read and implement plans construction drawings and specifications.
Ability to manage projects supervise and conduct effective oral and written communication.
Ability to communicate and interact with subordinates management employees members of the general public and all other groups involved in the activities of the Athens-Clarke County as they relate to the Public Works Department.
Ability to assemble information and make written reports and documents in a concise clear and effective manner.
Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.
Ability to comprehend interpret and apply regulations procedures and related information.
Ability to handle required calculations using statistical calculations.
Ability to read understand and interpret personnel and financial reports and related materials.
Ability to use a variety of engineering and surveying tools and equipment.
Ability to utilize computer software programs relevant to the position.
