Job Description

Position Overview:

The City of Prince Albert is seeking a qualified individual for the position of Building Inspector.

Building Inspectors are responsible for building inspections building permit applications plan review and enforcement of the National Building Code (NBC) The National Energy Code (NECB) The Construction Codes Act and Building Bylaw and as defined by the Building Code Regulations respecting buildings that are within the scope of a Building Official License.

Those licensed as a Class I II or Class III Building Inspector by Saskatchewan Building and Technical Standards Branch are encouraged to apply.

Required Qualifications:

Grade 12.
Technology diploma in architecture engineering or a related field OR Journeyperson
Certificate of Qualifications in a construction related trade within the meaning of the
Apprenticeship and Trade Certification Act.
Licensed as a Class I (or higher) Building Inspector by the Saskatchewan Building and Technical
Standards Branch; or the ability to obtain a Building Official Class I License within one
year.
Valid Drivers License.
.T Designation under Technology Professionals Saskatchewan is considered an asset.

Key Knowledge Technical Skills and Abilities

Ability to develop and maintain effective and co-operative working relationships with
contractors and the general public.
Knowledge of the Construction Codes Act NBC Building Code Regulations Building
Bylaw and any other relevant Act regulations and bylaws governing building
construction.
Ability to read understand and interpret building construction plans blueprints and
specifications.
Knowledge of the procedures and practices used in the construction industry.
Strong communication skills both written and verbal and the ability to competently
discuss complex topics and building regulations with clarity to contractors and the
general public.
Ability to perform calculations and data entry with accuracy. Ability to maintain a high
level of confidentiality at all times.
Ability to work independently and manage time and tasks effectively.
Ability to work efficiently with databases spreadsheets and GIS software and web-based
applications.

Principle Duties & Responsibilities:

1. Key Duties:

Complete plan reviews and inspections respecting buildings that are within the scope of
Part 9 of the NBC and that contain one (1) or two (2) dwelling units including those
residential
buildings that contain a secondary suite.
Take any appropriate action that a Building Official is authorized by the Act and
Regulations to take respecting residential buildings that contain one (1) or two (2) unit
dwelling units including residential buildings that contain a secondary suite.
Review building permit applications and process permits and communicate to the
applicant any deficiencies or corrections required for issuance.
Communicate to the applicant the conditions of approval responsibilities and inspections
associated with the building permit.
Respond to inquiries and provide technical advice and interpretation to the general
public contractors developers and other City departments on matters relating to the
compliance of buildings that are within the scope of Part 9 of the NBC and that contain
one (1) or two (2) dwelling units including residential buildings that contain a secondary
suite.
Prepare correspondence reports and Orders pertaining to compliance in accordance
with the NBC and The Building Bylaw.
Review new product requests and alternative solutions.
Provide assistance to the Fire Inspectors for NBC related items when requested.
Recommend prepare and coordinate revisions to bylaws policies and practices in
relation to building and development.
Maintain building permit inspection records.
Follow up on outstanding building permit inspections.
Assist legal counsel in the prosecution of violations of the NBC Building Bylaw and other
relevant Acts bylaws or regulations and provide evidence and/or testimony in and for
court.
Maintain and organize the Citys building plans inventory.
Process requests for building plans.
Prepare all documentation required to attend and testify at Saskatchewan Construction
Standards Appeal Board hearings.

2. General Duties
Attend to all inquiries through personal telephone and written communication.
Follow all relevant Acts regulations bylaws agreements policies orders and
procedures.
Follow all relevant acts regulations and policies relating to Occupational Health & Safety.
Perform other related duties as assigned.
