Job Description

Job Title: Information Services Director Department: Information Technologies Division: Administration

Annual Pay Range: $99975 - $120047 (DOE)


GENERAL PURPOSE

This position performs a variety of administrative and managerial duties to plan organize direct and control city-wide information systems telecommunications data processing web resources and geographic information program development functions. The Information Services Director is responsible for managing the day-to-day operations of the Information Services Division.

SUPERVISION RECEIVED

Works under the broad policy guidance and direction of the City Manager.

SUPERVISION EXERCISED

The Director provides close supervision to Systems/Network Administrators Analysts Technicians as well as computer and clerical support staff. The Director also provides functional supervision to all city-wide end-users regarding the technical access use and operation of the citys computer systems.

ESSENTIAL FUNCTIONS

Directs city-wide computer services operations and develops long-range and short-range strategic plans.

Develops and implements policies and procedures and directs the finalization of the departments operating budget.

Manages all aspects of system IS/IT/DP functions and performs departmental and city-wide systems analysis to recommend appropriate solutions for office automation data processing communications and other electronic information systems.

Design processes to enhance the efficiency and effectiveness of data processing and management.

Manages the operation and maintenance of the citys wide area network (WAN) and local area networks (LANs).

Resolves complex issues related to system software hardware programming and operations.

Manages day-to-day department operations determines performance standards and assigns special projects.

Conducts performance evaluations and supervises subordinate personnel including hiring and initiating corrective action.

Coordinates with city departments to develop implement and test information systems and data processing programs.

Coordinates training for departments divisions and sections on the use of information system equipment and programs.

Manages the effective use of physical facilities hardware and software and determines resource requirements.

Manages hardware and software acquisition processes develops relationships with suppliers and vendors and negotiates for price breaks and discounts.

Directs the purchase and installation of hardware software and communication services.

Maintains spending within the budget parameters established by the city.

Implements risk management programs to protect the health safety and welfare of city employees and the public prevent financial loss and reduce insurance premiums.

Manages organization-wide telephony radio microwave satellite backbone systems voice mail and fiber optic infrastructure.

Stays informed of relevant best practices and implements or updates new practices to strive for continuous improvement.

Approves staff recommendations on major systems development and research projects.

Oversees the cost-effective utilization of technology resources.

Performs other duties as required.


MINIMUM QUALIFICATIONS:

1. Education and Experience:

A. Graduation from a regionally accredited college or university with a Bachelors degree in computer science business administration public administration or a related field.

AND

B. Four (4) years of related work experience. Specific experience in the management and design of data systems is preferred

C. Two years of supervisory and/or project management experience is preferred.

D. Experience working in the public sector is preferred.

OR

E. An equivalent combination of education and experience may also be considered.


2. Knowledge Skills and Abilities:


Knowledge of public sector laws and regulations.

Knowledge of principles applications and techniques of electronic data processing systems computer system design programming and operations.

Ability to manage complex computer system operations.

Creative solutions architect raising the bar consistently and not afraid to work hard to achieve the best solution even if it means abandoning an Industry Standard interpretation or the easy way out.

Completely multi-platform with expert knowledge of operating systems including macOS Windows Unix Linux and Proxmox both on-premise and in the cloud.

Advanced networking skills including security multi-platform server knowledge and experience with Cisco switching and routing protocols VoIP (SIP) Virtualization and wide area networking.

Expertise in a variety of cloud services including Google Cloud and Google Workspace.

Proficient in graphics and media technology.

Knowledge of computer hardware and software systems planning and technical support functions.

Ability to communicate technical information effectively both verbally and in writing.

Skill in working with others and establishing strong communication with city employees and the general public.

Knowledge of budgeting techniques and budget preparation and monitoring.

Ability to develop and implement depa rtmental policies and procedures.

Ability to resolve complex issues in a legally defensible consensus-building manner.


3. Special Qualifications (Certifications Licenses):


Possession of a valid Utah Class D Drivers License.

Able to pass a criminal background check.

Able to be insured for work in sensitive areas.


  1. Work Environment:

Work duties are generally performed indoors under controlled climatic conditions.

The position may be subject to stressful situations due to human behavior and deadlines.

Some 40% or less of the essential job duties may be performed regularly from a remote

location upon authorization.
