Job Title:ManagerRefugee &Specialized Programs

Status: RegularFull Time (37.5 hours per week)

Salary: This position starts at $72000 per year and increases to $103535 per year over a 10-year period. This salary range incorporates experience yearly salary increments to reward years of service employee growth and development within the organization.

OPPORTUNITY:

Reporting to the Senior Manager Settlement & Community Development the Manager of Refugee Specialized Programs is responsible for the effective and efficient delivery of DIVERSEcitys Case Management services for newly arrived Refugees and Immigrants with complex needs and specialized programs focused on Health Navigation Mental Health Housing & LGBTQ support. This position plays a crucial role in the organization: delivering high-quality programming building relationships with residents and community partners and ensuring program improvement through data-driven evaluation. The Manager is expected to manage the human resources financial resources contracts and risk within the Refugee & Specialized Programs as well as to grow the portfolio through monitoring emerging client and community needs securing funding for existing and new programs/services and develop responsive and innovative programming that centers around JEDI (justice equity inclusion and diversity) principles. The manager will also contribute to the agencys strategic platform.

KEY RESPONSIBILITIES:

Program Delivery & Contract Management

  • Ensures that assigned programs are responsive centered on justice equity diversity and inclusion principles and incorporate GBA frameworks in their design and deliver to meet the needs of IRCCs and DIVERSEcitys vision and mandate;
  • Administers to all Programs efficiently and effectively in accordance with contractual obligations and DIVERSEcity Policy and Procedures;
  • Monitors and ensures program service quality enrolment utilization and evaluation as specified in the contract;
  • Implements programming and initiatives that centers on equity inclusion and diversity;
  • Ensures program staff are managed in compliance with Collective Agreement and agency Policies and Procedures;
  • Ensures that programs adhere to PQI requirements;
  • Prepares budget forecasts of assigned programs and monitors program expenditures together with the finance department;
  • Prepares funding applications and proposals for contract renewals;
  • Provides reports to funders assigned supervisor or Board of Directors as required;
  • Liaises with program funders regarding operations and reporting as well as ongoing planning and evaluation;
  • Participates positively and cooperatively; within a team or partnership model in meetings or when attending committees or events;
  • Represents DIVERSEcity positively and professionally in the community;
  • Attends meetings conferences & participates on advisory committees and focus groups as a representative of DIVERSEcity;
  • Ensures that the Senior Manager & Director Settlement & Community Development are informed and updated on issues related to programs being managed especially those that may present a risk to the organization.

Supervision & Management

  • Carries out the day-to-day administration of the Collective Agreement and DIVERSEcity Policies and Procedures;
  • Uses strength-based approaches to coach staff in areas where improvements are desired or where performance conduct or attendance issues are present;
  • Resolves employee / team concerns manages conflict between staff and reports any concerns to the Senior Manager Settlement & Community Development;
  • Ensures adequate staffing levels by conducting recruitment selection and hiring of new personnel;
  • Ensures training and / or orientation for new staff and DIVERSEcity Policies and Procedures;
  • Conducts annual performance reviews for all direct report program staff.

Program Development Strategic Growth & Innovation

  • Ensures that assigned programs are responsive centered on justice equity diversity and inclusion principles innovative and meet the needs and mandate of DIVERSEcitys vision and mandate;
  • Identifies the needs of clients related to the portfolio of programs managed;
  • Participates on external committees advisory groups and relevant networks to be informed and updated on emerging issues new / alternative funding opportunities and to advocate on behalf of immigrant and refugee communities to help address service gaps in the community;
  • Actively participates in opportunities (both internal and external) for both knowledge and skill development in the area program growth and development (e.g. professional development training coaching program manager meetings networking needs assessment community growth trends and initiatives);
  • Develops annual and long-range program plans to growth program portfolio;
  • Actively develops strategic partnerships with non-traditional sectors and partners;
  • Looks for innovation and building capacity within program portfolio;
  • Prepares and submits funding applications and proposals for programs;
  • Conducts contract negotiations with funder(s) under the direction of the Senior Manager & Director of Settlement & Community Development.

QUALIFIED CANDIDATES WILL POSSESS:

  • University degree in social sciences or relevant post-secondary education;
  • Minimum of 2-years experience in program and contract management within a not- for-profit context;
  • Minimum of 2-years experience supervising staff preferably in a unionized environment;
  • Minimum of 2-years experience working with case management programs focused on refugees health housing and/or LGBTQ programs/services;
  • Experience with funding and proposal/grant writing;
  • Experience with budget forecasting and expenditure monitoring;
  • Strong English language skills (written oral and presentation skills);
  • Second language an asset;
  • Excellent relationship building and stakeholder engagement skills;
  • Strong organizational and time management skills;
  • Strong computer literacy skills in particular MS Office (Word Excel PowerPoint TEAMS);
  • Experience with SharePoint and webinar development is preferred;
  • Social media marketing a definite asset;
  • Demonstrated understanding of the immigrant refugee and settlement experience;
  • Knowledge of outcomes measurements;
  • Ability to manage multiple priorities timelines in a fast-paced environment;
  • Excellent problem solving ability discretion and judgement;
  • Able to work independently and collegially in a team environment;
  • Innovative flexible and able to manage change and uncertainty.
  • BC Class 5 Drivers License and access to personal vehicle;
  • Willing to work some evenings and weekends as needed.
