Job Description
ECS Limited is seeking a Construction Materials Department Manager to lead a high-performing team and oversee the full lifecycle of field services and laboratory-based construction materials testing (CMT) projects. This leadership role is responsible for managing staff ensuring technical excellence and delivering quality results to clients across a range of engineering and construction projects.
The ideal candidate will combine technical expertise in construction materials testing with strong leadership business development and client relationship management skills. You will play a key role in driving the success of the department while ensuring projects are delivered on time within scope and to the highest quality standards.
Key Responsibilities
Lead mentor and manage a team of field and laboratory technicians project managers and engineers.
Oversee the planning execution and completion of construction materials testing (CMT) projects.
Ensure compliance with industry standards safety regulations and company quality management systems.
Manage department operations including scheduling budgeting resource allocation and reporting.
Maintain and grow client relationships through exceptional service delivery and business development.
Collaborate with senior leadership to set strategic goals and achieve financial performance targets.
Provide technical expertise in reviewing test results preparing reports and resolving project challenges.

IBM Mainframe (COBOL/CICS/DB2): 5 years designing and maintaining enterprise systems.
JCL: 5 years programming in enterprise mainframe environments.
WV Drivers Enterprise Database: 3 years experience in analysis and design; prior state/federal regulated environment experience required.
IBM Tools (RC/Update PRF): 3 years experience.
Commercial Driver Licensing: 1 year experience with federal/state requirements in WV.
AAMVA Applications: Experience with CDLIS POPS SSOLV UNI and State-to-State interfaces.
Documentation & References: Submit resumes for 2 qualified candidates; 3 verifiable past project references required.
Additional Requirements
Bachelor s degree in Civil Engineering Construction Management or a related discipline (advanced degree preferred).
Professional Engineer (PE) license or ability to obtain one is strongly preferred.
Minimum 7 years of experience in construction materials testing geotechnical engineering or related field.
Proven leadership and team management experience.
Strong knowledge of construction materials (concrete asphalt soil steel masonry) and field/laboratory testing practices.
Excellent organizational communication and client management skills.
Demonstrated ability to manage budgets schedules and department operations.
Business development experience including proposal writing and client presentations is a plus.
