JOB TITLE: Communications Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) uses CBT in-kind food and technical assistance to empower people and institutions with choice to address their essential needs in local markets.. In recent years WFPoperations have increased in scale and complexity and there has been a corresponding need to increase communications around how WFP can support gender equality protection inclusion womens economic empowerment digital assurance and government-to-person payments. The communications team has also increased efforts to reach out externally to position WFP as a thought leader and a trustworthy partner for governments donors and the people we serve.
This role in GPI requires an experienced strategic and digital communications professional to support the team and promote operations both within WFP and externally. The Communications Officer will report to the GPI Team Lead of of Evidence Learning and Innovations and work closely with him on communications and digital strategies and to implement them by creating communications materials.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Officer will be responsible for feeding into the overall GPI communications strategy.
He/ She will be required to create high-quality written products and other communications materials and put them out on WFP channels.
He/ She will need to guide other members of the team and be accustomed to working in a collaborative environment.
The Officer will be responsible for the GPI social media strategy and promote WFPs thought leadership around GPI issues.
The Officer will manage the GPI social media platforms that include Viva Engage Twitter/X and LinkedIn and drive visibility through these channels.
The Officer will help develop relationships externally and internally to promote GPIs work objectives. Special attention must be given to Regional Bureaus and Country Offices that request assistance with their GPI-related communications.
Work with the media team (COM) to ensure that relevant stories are highlighted and develop materials that can be used by them.
Identify decision makers events and opportunities where WFP can participate as a thought leader around GPI issues.
Be ready to deploy to the field to support Country Offices in communications

DELIVERABLES AT THE END OF THE CONTRACT:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in one or more of the following disciplines: economics information technology nutrition/health environmental studies social sciences management communications or others relevant to international development and/or humanitarian assistance.
Experience: At least 10 years of experience in humanitarian communications working in different country contexts. Prior experience of working in WFP communications desirable.
Experience in creating communications strategies and implementing them at a national level.
Prior experience of social media and social media campaigns.
Experience of gathering communications materials from the field and using them to highlight different communications goals.
Knowledge & Skills:
Excellent ability to effectively communicate orally in writing and visually.
Proficiency in Canva Wotchit and Microsoft Office (Word Excel Power Point Outlook); Experience with using service management tools.
Experience using social media channels including Twitter/X and LinkedIn
Languages: English is required. Another WFP language - Arabic French Portuguese Spanish - is a plus.

THE ROLE
To define and implement effective external communications plans working closely with country directors to ensure activities support their objectives.
KEY ACCOUNTABILITIES (not all-inclusive within delegated authority):
Define and implement functional or regional communications plans implement the corporate communications strategy in order to maintain and enhance the visibility for and reputation of WFP and support fundraising activities ensuring alignment with WFP strategy.
Provide advice and support to COs on the design and implementation of country plans ensuring compliance with wider WFP and communications strategy and taking into account the specific country context and audience in order to develop appropriate effective communications.
Plan and execute communications campaigns that favourably impact the views of the public opinion leaders and donors in order to raise WFPs profile and support fundraising activities.
Ensure effective design and delivery of communications products that effectively convey the desired message to targeted audience(s).
Oversee a contact list of journalists and media outlets and ensure a regular flow of news/information about WFPs work is distributed to the media and reputational risks are identified and managed.
Define a social media plan for the assigned area which leverages social media content platforms networks and partners to enhance coverage and support of WFPs activities.
Facilitate and oversee the generating of a range of donor specific visibility content including text photos videos and audio for use across a range of integrated online platforms in order to support global and country fund-raising activities ensuring consistency with corporate messages.
Plan and deliver internal communications so employees understand and engage with WFPs strategy and how they contribute to meeting WFPs mission.
Consolidate and analyse media monitoring data identifying trends and issues presenting clear recommendations and influencing management to improve effectiveness of communications strategies.
Lead and manage a team of Communications Officers develop work plans set objectives monitor performance and ensure appropriate development to enable high performance.
Define performance indicators and coordinate accurate and timely reporting contributing to a WFP wide view of communications activities that enables informed decision-making evaluation of objectives and consistency of information presented to stakeholders.
Lead capacity building of WFP staff on all aspects of external relations and communications ensuring appropriate training is delivered to staff and provide advice up the senior management level in order to ensure consistent quality communications that deliver the desired impact.
Build effective collaborations and partnerships internally and externally to align activities and ensure a coherent approach to communications.
Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
Contribute to preparedness actions providing technical recommendations and guidance and monitoring the management of communications specific risks.

QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in Journalism International Relations Public Relations Communications or other relevant field or First University degree with additional years of related work experience and/or trainings/courses.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or Portuguese (a WFP working language).

Has gained substantial experience in specialised communications practices and knowledge of the external context in which these apply
Has managed large teams of staff with somewhat varied areas of expertise in the delivery of innovative communications projects
