Job Title: ROSE Program Manager

Department: Youth Services

FLSA: Exempt

Reports To: Youth Services Director

Salary Grade/Schedule: 8

Position Type: 1.0 FTE benefits-eligible non-union

Position Summary

The primary role of this position is to coordinate and deliver the ROSE programs services.ROSE is a project of the Multnomah County Homeless Youth Continuum that establishes and maintains recovery-oriented services to enhance engagement treatment navigation and support for homeless youth (aged 16-24) considering or involved in substance use and/or mental health recovery. This position provides leadership for the development of peer-delivered services within Outside In and supports the integration of effective peer-delivered and other recovery engagement and support services within the Homeless Youth Continuum.

Essential Duties

Staff support and development:

  • Provide supervision to ROSE staff
  • Elevate and empower peer staff:
    • Provide individual and group supervision including clinical coaching and document regular sessions with all direct reports
  • Provide training and orientation to staff including education on substance use and other relevant topics
  • Serve as the agency lead to ensure timely state credentialing of Peer staff
  • Conduct annual performance reviews for all members of the ROSE Team
  • Provide individual and group supervision including clinical coaching and document regular sessions with all direct reports

Organizational development of peer work:

  • Engage in continuous learning and policy evaluation to support best practices in peer services
  • Build connections with peer service providers and partner agencies; participate in strategic planning for expanding and integrating peer work
  • Support supervisors in coaching peer staff and developing career advancement pathways

ROSE Coordination:

  • Lead the hiring orientation and training processes for the ROSE Peer Mentor program
  • Facilitate communication and foster engagement/cohesion among all HYC partners
  • Create coordinate and communicate Peer Mentors schedule
    • Work with the Engagement Services Manager to make sure each ROSE Peer is scheduled for a Day Program shift
    • Schedule ROSE Peers within the HYC to ensure coverage of priority peer shifts
    • Collaborate with Peer Mentors and available resources to create a schedule of regular pro-social sober recreational activities both on-site and off-site
    • Establish a presence in areas where homeless youth gather including Safety Service locations to build rapport with youth and share information about available services programs and groups
    • Give Peer Mentors diverse experiences and exposures to partner agencies
  • Coordinate and oversee all ROSE trainings meetings and retreats
  • Facilitate meetings for ROSE Specialists and support and validate their peers within the HYC
  • Facilitate review and update of ROSE Partner agreements and systems including the Peer Mentor manual
  • Oversee ROSE budget and at least part of the M110 budget for Outside In
  • Participate in agency-wide harm reduction and substance use planning and programming

Recovery-Oriented Services:

  • Work with program staff from Homeless Youth Continuum Agencies (HYC) including Peer Mentors to be visible in the community and amongst the youth who are accessing services
  • Provide a variety of recovery services including screenings harm reduction counseling group and individual support relapse prevention and recovery navigation
  • Ensure timely thorough documentation of project services and outcomes

Qualifications

Knowledge

  • Thorough knowledge and understanding of adolescent development boundaries and ethics suicide intervention mental health first aid trauma-informed care stages of change theory harm reduction and motivational interviewing

Skills

  • Strong organizational skills attention to detail and focus on data collection
  • Ability to work effectively with diverse populations and clients with mental health substance use and co-occurring needs
  • Ability to provide services consistent with the Homeless Youth Continuums Youth Worker Core Competencies
  • Strong communication and conflict-resolution skills
  • Ability to work both independently and as a member of a team
  • Demonstrated professionalism through strong boundaries ongoing learning quality performance and support for agency goals
  • Department and as applicable the Behavioral Health Department
  • Ability to complete all required documentation and information input consistently professionally thoroughly and promptly
  • Ability to navigate technologies used in this position including Credible Behavioral Health Electronic Health Record MS Office Applications and Windows Server

EDUCATION EXPERIENCE

  • Credential in chemical dependency (CADC or MAC) or another relevant credential in mental health or substance use disorders treatment field required
  • Minimum three years of experience in substance use disorders and/or co-occurring counseling
  • Supervisory experience demonstrating leadership wellness oversight service evaluation staff development and policy implementation
  • Valid drivers license with the ability to be insured for driving participants in an agency or car-share vehicle

Desired but Not Required

  • Completed peer support specialist training
  • Experience in providing co-occurring disorders treatment and counseling
  • Experience with relevant treatment models including but not limited to motivational interviewing harm reduction and integrated dual diagnosis treatment
  • Spanish/English bilingual fluency preferred

Working Conditions

This job involves working in a standard office environment as well as at drop-in and other homeless youth continuum locations along with various community sites to support effective recovery-focused services. This means that the role will involve meeting clients at various partner service locations and community venues which may include the participants home hospital or other local settings. The employee will be responsible for transporting participants in a rented vehicle. This position is based in a standard office at our Downtown building. Some local travel is expected in this role.

Physical Requirements

This job requires operating phones computers and other office equipment. Regular communication is necessary. Moving within the building to different offices and program delivery areas as well as to surrounding sites is expected. Occasionally moving boxes and/or items weighing up to 25 pounds.
