- JOB TITLE: Donor Relations Communication and Reporting Officer

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Within delegated authority the purpose of the Donor Relations Communication and Reporting Officer assignment is to:
- Contribute to the development of new and existing partnerships with government international financial institutions and private sector organizations in order to support the humanitarian and developmental work of WFP in Libya and Tunisia;
- Raise and mobilize resources to support WFP programs in Libya and Tunisia;
- Oversee the update and design of the Country Offices communication and visibility tools
- and publications.
- Develop and disseminate position papers statements reports and releases on WFPs
- engagements and humanitarian advocacy in line with WFPs in-country and global strategy.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Implement the work plan for an assigned area to enable WFP to identify develop and strengthen quality partnerships in support of WFP strategic objectives in Libya and Tunisia.
- Proactively contribute to a partnerships portfolio including partner profiling data/trends analysis and outreach activities with the aim to maximize resources and leverage policy and technical support for WFPs work; Ensure partner visibility and that partner conditions are met.
- Use data to propose options to managers to expand support from existing partners and to scope new partners guided by programmatic assessment and context-specific analysis with the aim to enhance the impact of WFPs work and diversify the resource base.
- Lead proposal development for assigned countries/donors and coordinate cross- organizational teams to respond to funding opportunities.
- Maintain up-to-date information on donor priorities strategies regulations and activities
- pertaining to the Country Offices strategic plans.
- Gather and share partner intelligence (including forecasting) using key information systems (e.g. Salesforce WINGS WFPGo).
- Solicit inputs from other functional entities RBs and COs on WFPs programmatic offering that can gain traction with individual partner audiences Conduct analysis and draft quality briefs in support of outreach opportunities.
- Gather socio-political insights to support WFPs effective positioning vis--vis national governments regional and international institutions with the aim to influence the policy agenda.
- In the context of the UN system and multilateral fora support the development of partnerships and joint events with member states civil society and intergovernmental organizations to advocate for the SDGs and Zero Hunger on the global agenda and advance WFP priorities and objectives based on a basic understanding of member states dynamics and interests.
- Provide inputs to partnerships strategies including the development of Partnership Action Plans; Draw up quality partner proposals and reports by engaging with other WFP entities and external stakeholders.
- Contribute to the preparation of strategic agreements joint strategies and MOUs in order to promote the SDGs and Zero Hunger on the national regional and global agenda and to reach advantageous outcomes for WFP
- Facilitate corporate dialogue with partners through networking and information sharing.
- Proactively highlight strategic issues to senior managers and propose options for the best course of action to nurture trust and partnership growth.
- Contribute to preparedness actions providing technical recommendations and guidance and monitor defined risks.
- Develop and submit all external donor reports in strict compliance with donor requirements and deadlines.
- Manage the Reporting & Information Management team.
- Develop implement and manage an appropriate Communications Strategy in order to enhance the visibility and reputation of WFP and support fundraising activities ensuring alignment with WFP strategy and respect of the Libyan and Tunisian cultural context; leverage social media content platforms networks and partners to enhance coverage and support of WFPs activities; ensure effective design and delivery of Communications and content products that convey the desired message to targeted audience(s).
- Organize and implement campaigns and advocacy initiatives communications and events
- to provide visibility to the Country Offices operations.
- Support facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries key informants actors partners and stakeholders in all stages of project implementation.
- Conduct research work and prepare write-ups briefs & reports as & when needed.

DELIVERABLES AT THE END OF THE CONTRACT:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:Advanced University Degree in Political Science International Development Development Economics International Relations Law Marketing Communications Business Administration Finance Economics or other relevant field or First University degree with additional years of related work experience and/or training/courses.
Experience: Three - Five years or more of postgraduate professional experience in a relevant field of work with a background and interest in international humanitarian development.
Knowledge & Skills:
- Has a good understanding of government and corporate strategies and priorities and gained experience in developing multi-stakeholder partnerships
- Has significant experience in exploring new partnership opportunities and resource mobilization
- Has participated and assisted in negotiations for contributions and partnership agreements with donors and host governments in line with internal policies and external regulations
- Has assisted in drafting resourcing analysis and collaborated with accurate and timely briefs as well as reporting to donors
- Resource Mobilization: Has designed and managed all resource mobilization processes and resource strategies negotiated contract terms and provided resourcing advice to seniors. Demonstrates the ability to design and manage the full resource mobilization lifecycle including negotiating with partners and key stakeholders providing resourcing advice and briefs to senior managers.
- Relationship Management: Demonstrates ability to build and sustain effective collaborative relationships with appropriate stakeholders and contacts in area of expertise to raise the profile of WFP build relationships and further organisational aims.
- Communication Expertise: Facilitates and contributes to open verbal or written communication with stakeholders as required (i.e. through preparation of targeted written or visual communications materials presentations and official documentation) to convey tailored messages.
- Has gained experience in using technology and digital tools for data collection analysis and shared data-based insights to add value to all partnerships.
- Has motivated team spirit and contributed to a gender-balanced inclusive and sound working environment
Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official
UN language: Arabic Chinese French Russian Spanish and/or WFPs
