Description

Position Objective: The candidate will provide support services as a Program Manager: Safety Training Program to satisfy the overall operational objectives of the NIH ORS Division of Safety (NIH ORS DS). The primary objective is to provide services and deliverables through performance of scientific support services.

Duties and Responsibilities:

The Contractor shall perform tasks related to the Training Program within the ORS Division of Safety which may include but are not limited to:

  • Creates and Maintains Training SOPs: Develops and updates Standard Operating Procedures (SOPs) for the DS Training Program.

  • Manual Maintenance: Continuously revises and improves the DS Training Program Manual to reflect current practices and regulatory requirements.

  • Training Assessment and Improvement: Assesses the quality of current training activities and materials and makes recommendations for enhancement.

  • Training Review and Testing: Reviews training for updates and performed user testing prior to course delivery.

  • Course Material Coordination: Coordinates revisions of training materials and formats ensuring consistency and regulatory compliance.

  • Practical Exercises: In consultation with subject matter experts coordinates and facilitates situational exercises (e.g. Hands-On Practical Protocol Hands-On Practicum and Radiation Safety for Authorized Users exercises) to teach and validate radiation safety concepts.

  • Reporting: Prepares statistical reports and performance summaries related to training program efficiency effectiveness and compliance.

  • Audiovisual Aid Review: Reviews and evaluates audiovisual aids to identify those which enhance training delivery.

  • Public Event Exhibit Support: Sets up and dismantles exhibits at public relations and outreach events as required.

  • Training Material Dissemination: Prepares and distributes training materials using appropriate channels.

  • Exam Administration: Administers proctors and grades radiation safety exams.

  • Content Proofing and Recommendations: Proofreads test and training materials prepared by subject matter experts and recommends revisions to improve clarity effectiveness and visual appeal per ORS standards.

  • Communications: Responds to daily e-mails in the DS training mailbox phone calls and training-related requests from external and internal customers.

  • Information Requests: Supplies Institutes and Centers with individual user training information as requested.

  • Metrics and Correspondence: Meets frequently with the DS Safety Education and Outreach Branch Chief and NIH Radiation Safety Officer to discuss training-related metrics statistics and correspondence.

  • Newsletter Support: Assists with planning content solicitation and distribution of the safety newsletter.

  • Training Needs Analysis: Assists in determining training needs and addresses questions or concerns regarding training from internal or external customers.

  • User Assistance: Aids individuals with courseware navigation issues and coordinates necessary corrective actions.

  • Database User Support: Provides relevant resource links to individuals using the Radiation Safety Comprehensive Database in accordance with their user type.

  • Promotes continuous improvement and best practices in training program content and delivery.

  • Collaborates with Division of Safety leadership subject matter experts and other relevant stakeholders to ensure that all training activities meet institutional and regulatory standards.

  • Upholds confidentiality and security of sensitive training and personnel information.

Qualifications

Basic Qualifications:

  • Prior work in a scientific research environment for a large Federal agency and a firm knowledge related to the principles and practice of adult learning/training programs.
  • A college degree or two (2) years of related work experience are required.

Minimum Qualifications:

  • Advanced computer and research skills are required including knowledge of the Microsoft Office Suite (i.e. Word Excel Outlook).
  • Understanding of support for and adherence to ORSs policies philosophy and procedures.
  • Adherence to the highest ethical standards working with sensitive information with absolute discretion.
  • The ability to obtain a security clearance at the Non-Sensitive (Tier 1) level including Suitability Determination and National Check and Inquiry Investigation with fingerprinting within the timeframe specified in the BPA.
