You will be updated with latest job alerts via emailThe Washington County Sheriffs Office is seeking a Civil Unit Supervisor to provide oversight and bring professional knowledge in Oregon Service rules to the Civil Unit in the services Division. The Civil Unit Supervisor is responsible for and has extensive knowledge of the Oregon Sheriffs role in receiving processing and serving Civil Process and enforcement orders and writs. The Civil Unit Supervisor ensures Oregons service rules in ORCP 7 ORCP 55 ORCP 85 ORS and OAR are enforced adhered to common practices and procedures related to the review of court documents for validity creating and processing proof of service affidavits back to creditors debtors plaintiffs defendants petitioners and respondents and creates or reviews documents with complex legal language to describe the Sheriffs actions. Additionally this position assists the Alarm Permit Unit with processing applications receiving payments and providing education and guidance through the Alarm Permit Application process and enforcement of the ordinance. This position directly supervises the Concealed Handgun License Unit.
Our Ideal Candidate
A Successful candidate will possess working knowledge of the Oregon State Sheriffs Association Civil Manual and extensive knowledge and experience reading understanding and explaining Oregon Revised Statutes related to landlord/tenant protection orders (including stalking orders) civil process including service rules in ORCP (Oregon Rules of Civil Procedure) levy and sale or delivery of property in ORS 18 general law enforcement procedures and practices. Additionally the ideal candidate will have a clear understanding of the principles and practices of supervision training and evaluation of a diverse team in multiple disciplines (Civil CHL & Alarm Permits). They will possess the skill set to analyze interpret and apply Oregon Revised States related to Concealed Handgun License law Firearms rights related to CHLs and administrative rules for retention of documents and privacy related to CHLs. Lastly they will have the ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions conclusions or approaches to problems.

About the Civil Unit at the Sheriffs Office:
The Civil Unit is responsible to the public and must maintain knowledge of the proper format (fair on its face) and service of notice process including summons subpoena Restraining Orders Extreme Risk Protection Orders Writ of Assistance Order of Assistance Writ of Execution in the seizure or delivery of real or personal property including landlord tenant evictions and child support enforcement documents. The Civil Unit is responsible for the intake processing and service of all court-issued documents which require service upon the parties. The Civil Unit does not provide legal advice but is familiar with the legal proceedings court decisions and case law associated with service rules trespass and curtilage court filings sheriffs fees enforcement of court orders warrant exceptions and consent to enter private property for service or seizure of property or people. The Washington County Sheriffs Office Civil Unit has a high level of interaction with individuals in-crisis and provides direction to services programs and resources available to petitioners or respondents. The Civil Unit explains Washington County Alarm System Control Ordinance requirements penalties and adherence regarding the alarm permit application process the concepts of and fees for false alarm reduction and response to calls for service by the Washington County Sheriffs Office in contract cities and management of the alarm permit system for the City of Hillsboro. The Civil Unit enforces parking ordinances in Washington County including ordering tow trucks for vehicles that fail to comply with pre-tow notices and violations.
