Position Overview:

Under the direction of the Ending the HIV Epidemic (EHE) Supervisor the EHE Program Specialist supports the strategic implementation monitoring and evaluation of projects programs and policies funded by the Ending the HIV Epidemic (EHE) grant. This role involves collecting and synthesizing qualitative and quantitative data to inform planning and policy development coordinating capacity-building efforts and conducting programmatic and quality assurance activities. The EHE Program Specialist plays a key role in fostering cross-sector partnerships collaborating on continuous quality improvement initiatives and leading outreach efforts.

Duties & Responsibilities:

  • Coordinate methods for monitoring and evaluating projects programs and policies related to the EHE grant.
  • Identify gather and synthesize qualitative and quantitative data to guide planning practice evaluation and policy development aimed at advancing the goals and objectives of the EHE grant.
  • Assist the EHE Supervisor in coordinating capacity-building initiatives to advance strategic efforts and increase access to care.
  • Conduct programmatic and quality assurance activities including annual site visits of EHE-funded subrecipients and subcontractors. Address Subrecipient and Subcontractor technical assistance needs.
  • Assist the EHE Supervisor in building and sustaining partnerships with community organizations healthcare providers and stakeholders to address health disparities and engage underserved populations.
  • Collaborate with Clinical Quality Management and Quality Assurance team members to evaluate program effectiveness and implement improvements that enhance service delivery.
  • Lead and coordinate outreach efforts with subrecipients subcontractors and the HCPH OCEE team to engage marginalized communities. Ensure these communities are informed of and have access to available services by delivering culturally linguistically and socially appropriate information and resources.

Requirements

Education:

Experience:
  • At least two (2) years of work experience with major responsibilities in community health assessments and/or community outreach efforts.
Licenses/Certifications:
  • Valid Texas Drivers License
Knowledge Skills and Abilities:
  • Knowledge of program evaluation data analysis and data visualization
  • Knowledge of the principles of public health practice.
  • Knowledge of the tools and strategies used in assessment planning and evaluation.
  • Communicates clearly and effectively both orally and in writing.
  • Computer proficiency in Microsoft Office Suite (Word Excel Outlook and PowerPoint).
  • Ability to function with a high level of independence and manage multiple priorities.

Position Type and Typical Hours of Work:

Work Environment:
  • This job operates remotely and in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines.
Physical Demands:
  • The position is a largely sedentary role; however some duties require the ability to lift up to 20 pounds and bending & standing for periods at a time.
Work Location:
  • Harris County Public Health: Community Health & Wellness - 1111 Fannin St. Houston Texas 77002.
Employment may be contingent on passing a drug screen and meeting other standards.
