POSITION FUNCTION:
The Family Support Worker provides culturally appropriate Early Childhood Development (ECD) and family-focused development services and program delivery support for newcomer parents and caregivers with children from 0 to 6 or from 0 to 12 years.
This position carries a small case load. Work may include community development activities to specific ethno-cultural communities help to develop social support networks enhancing newcomers connection to community resources and facilitation of integration into the larger community.
KEY DUTIES AND RESPONSIBILITIES:
- Family Focused Newcomer Learning with a small case load
- Organize monthly schedules for parenting child development and relevant settlement group information sessions.
- Liaise with Family Centre community partners (Fraser Health MCFS Burnaby Parks and Recreation and the School District) to arrange speakers for relevant group information topics
- Liaise with external community service providers to arrange tours or speakers to represent their services via the Newcomers Group
- Develop organize and maintain up-to-date curriculum for monthly sessions of the Newcomers Group with related contact and supplementary information for the sessions
- Support assigned client families with orientation action planning agency referrals and transition plans while in the NCCF program.
- Respond to parent family and community requests for information and resources
- Support the parent/caregiverchild relationship
- Help parents/caregivers reflect on their childs learning and development with a Canadian context
- Encourage parent/caregiver involvement and participation in the program
- Model Canadian early learning activities including stories music and art to help children grow linguistically physically socially and emotionally
- Respect parental and cultural values goals and expectations
- Promote awareness of quality early learning and parenting in the Canadian context and interpret trends in these areas
- Provide culturally appropriate Early Childhood Development (ECD) and family-focused settlement services
- Provide learning activities monitoring and support for childrens developmental domains and facilitate Canadian childhood learning parenting for caregivers
- May plan organize and facilitate play-based activities to prepare children and/youth for entry into mainstream programming
- Plan all activities with a focus on settlement and ECD domains
- May collaborate with local health practitioners community partners and parents to assess parent settlement and youth development needs
- Make referrals to internal and/or external community-based services
- May identify and design culturally sensitive services and/or programs or projects that match the client
- Ensure the program is inclusive and sensitive to the social cultural linguistic and economic values of refugee and immigrant families in the process of local community integration
- Coordinate and facilitate ongoing and/or special activities in a manner consistent with MOSAIC policy procedures and contract guidelines
- May assist with snacks/meals in collaboration with the nutrition specialist/cook
- May carry a small client caseload while working with program staff and community partners to make referrals to external programs
- Support assigned client families with orientation action planning agency referrals transition plans and home visits if required
- Respond to parent family and community requests for information and resources
- Promote support and facilitate parent/caregiver-child relationships; provide support for parenting related settlement challenges; provide opportunities for parents/caregivers to observe and practice Canadian parenting strategies
- Assist in identifying clients needs and support clients to independently access community resources
- Participate in the follow-up implementation and review process of program evaluation
- Submit petty cash invoices and payroll requests for approval in accordance with MOSAIC financial policies
- Promote awareness of quality child and youth learning development and parenting in the Canadian context and interpret trends in these areas.
- Provide one-on-one detailed needs assessment and referrals information and orientation group orientation and information guided pathway support community connections client outreach service bridging resource development and delivery assistance to eligible clients
- Assists in identifying clients needs and supports clients to independently access community resources
- Provides one-on-one basic employment related information support and referrals
- Application support for applying for a work permit social insurance number
- Providing basic information about the labour market
- Employment information for persons with no status prior to making refugee claims and during the refugee claim process
- Meets minimum number of unique clients per week and program specific clients per month as assigned by the manager as part of the Funding Contract Agreement
- May develop individual Work Plans showing action plan/timelines to meet unique client caseload service objectives output and outcomes
- Complete assignments/tasks assigned by Manager to support Client Learning Analysis (CARF expectations)
- Meets Settlement Outputs and Outcomes as per the Funding Contract Agreement
- Use a strength-based approach to help address risk factors
- Develop a client-centered care plan and support youth in implementing it to achieve their individual goals
- Provide counselling support accompaniment resource information advocacy and referral as needed
- Work collaboratively with the team; facilitate program team meetings coordinate the development of an action plan for the care team monitor progress and adjust as needed
QUALIFICATIONS:
- Knowledge of Issues facing refugees and immigrants; broad knowledge of early childhood development and relevant community resources; Program/project development community development documentation of services and diversity; standard office equipment; case management and specific knowledge related to the function or the focus of the program project or service
- Early Childhood Certificate and/or experience working with children 0-6 years or 0-12 years and their families as appropriate for the program or project or service and/or a certificate or diploma or course work in related fields or a combination of training and experience in an area related to the program project or service.
- Experience: At least 1-2 years of experience working in community development settlement and/or employment programs; implementing policies and procedures work with immigrant populations and/or diverse cultural backgrounds and/or comparable education or other program project or focus specialties
- Education/ Certifications: Bachelors Degree in Social Services Humanities or Counselling or a related field or high school completion and a certificate or diploma or course work in related fields or a combination of training and experience in an area related to the program project or service.
- Child Safe or First Aid Certificate required;
- Food Safe Certificate required;
- Current satisfactory Criminal Record Check required
