Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

Position Overview:
The Manager of Public Safety Technology provides strategic leadership and oversight for the security integrity and operational readiness of public safety technology applications. This position is responsible for safeguarding sensitive data ensuring CJIS compliance evaluating security protocols and leading a team of Public Safety Technical Liaisons.
This role serves as a key advisor to management and stakeholders on matters related to law enforcement technology procurement and workflow optimization. The manager ensures the policies and processes align with industry standards and agency requirements and provides subject matter expertise to internal and external partners including law enforcement agencies.
Job Responsibilities:
Security Management and Oversight
Ensure Compliance with CJIS Security Policy and provide CJIS guidance
Evaluate and authorize access levels for internal and external personnel
Identify and mitigate risks to information systems and assets
Collaborate with law enforcement agencies to promote awareness of security procedures
Strategic Planning and Procurement
Develop operational cost estimates for current and proposed technology projects
Evaluate hardware and software solutions and participate in vendor selection
Provide recommendations on IT architecture and long-term planning to support agency goals
Oversee contract management and service level performance for outsourced services
Organizational Development and Process Improvement
Advise on organizational structure workflow and procedural enhancements
Analyze system utilization and recommend improvements to increase operational efficiency
Align technology solutions with business needs and public safety mission priorities
Leadership and Staff Management
Supervise and mentor Public Safety Technical Liaisons and other team members
Conduct performance evaluations support professional development and address HR-related matters
Foster a collaborative team environment focused on service excellence and accountability
Stakeholder Communication and Emergency Preparedness
Communicate effectively with executive leadership law enforcement agencies and external stakeholders
Participate in emergency operations and ensure system readiness before during and after disasters
Represent Public Safety Technology in interdepartmental and external coordination meetings

Education:
Bachelors Degree in Computer Science Information Systems Criminal Justice or related field required.
Experience:
Minimum of five years of experience in Public Safety Applications Support or Administration with at least three years of experience in a training or supervisory capacity.
Knowledge Skills & Abilities:
Deep knowledge of public safety systems (CAD RMS LENS JWEB OMS) and CJIS compliance requirements
Strong leadership and team development capabilities
Excellent communication and interpersonal skills
Ability to manage complex projects and coordinate across multiple departments
Proficiency in Microsoft and related IT infrastructure

Education:
Masters Degree in Information Systems Public Administration Emergency Management or related field
ITIL Foundation or PMP
TCOLE Instructor NIMS ()
Experience:
7 years of progressively responsible IT experience
7 years of training and leading staff
Experience working with public safety technology and CJIS-compliant systems is strongly preferred
Experience in procurement vendor evaluation and contract negotiation
Strong background in policy enforcement incident response and risk assessment
Knowledge Skills & Abilities:
Familiarity with law enforcement operational workflows and secure data handling
Strong understanding of CJIS Security Policy and local/state/federal IT security regulations
Experience with performance metrics and auditing procedures
Proven ability to lead cross-functional teams and manage diverse stakeholder expectations
Strong written and verbal communication skills for technical and non-technical audiences
Analytical skills to assess technology solutions and operational impact
Skilled in conflict resolution team development and fostering collaboration
Ability to manage high-pressure situations and respond to emergency events calmly and effectively
Ability to interpret and apply policies procedures and compliance requirement in a public safety setting
Ability to translate strategic goals into actionable plans and deliver measurable results
Ability to mentor staff and foster a culture of security awareness and continuous improvement

Onsite 5 days/week
