Cross Connection Control SpecialistThe PositionThe City of Lathrop Public Works Department is looking for a highly motivated reliable and skilled individual to join our team in the position of Cross Connection Control Specialist. Working in the Utility Operations Division the individual hired will administer and oversee the cross-connection inspection and control program.The ideal candidate should have the following knowledge and traits:- Working knowledge and experience to administer and oversee the cross-connection inspection and control program and carry out the daily responsibilities of the position.
- Maintains a proactive approach to identify potential hazards and makes recommendations to improving the overall backflow prevention program.
- Flexible in their work style and can manage interruptions and changing priorities throughout the day.
- Ability to work independently or as part of a motivated team that provides excellent service in a fast-paced environment.
- Communicate effectively with staff and members of the community.
- Can produce thorough reports of their inspections tests and any recommended repairs.
Under general supervision of the Utility Operations Superintendent or designee administers and oversees the cross-connection inspection and control program; performs related inspection enforcement and testing work; enforces State Health Department regulations and local ordinances pertaining to back siphonage and cross connection in water systems; performs inspections of utility infrastructure projects to ensure compliance with regulations specifications and project plans; performs semi-skilled and skilled duties associated with the operation and maintenance of the Citys water production facilities pumping and storage facilities; ensures safe production delivery and protection of the Citys water supply; and performs related duties as required.Essential Functions (includes but is not limited to the following):- Surveys monitors and inspects City industrial commercial institutional residential and other consumer facilities to detect violations of State Health Codes and local ordinances pertaining to back siphonage and cross-connection in the water system.
- Reviews and analyzes data relating to water quality; monitors compliance and recommends adjustments to obtain and ensure conformity as needed.
- Maintains accurate records of installation and testing of all backflow devices within the City of Lathrop water system; writes reports of violations citing authority in state code and/or city code; completes annual reinspections and reviews annual test reports of backflow devices in service.
- Manages City approved backflow tester list; prepares correspondence tracks tester requirements and maintains an accurate list that is available to the public.
- Prepares correspondence to backflow assembly owners requesting annual backflow testing compliance and performs related follow-up tasks; ensures compliance with local state and federal rules regulations and codes; tracks requests and maintains files.
- Coordinate with contractors subcontractors city staff consultants vendors utility companies regulatory agencies and public as necessary throughout the course of construction and maintenance projects and programs.

Interstate 5 Interstate 205 and State Route 120 intersect within the city. We are located approximately 70 miles east of San Francisco and 70 miles south of Sacramento. Monterey Santa Cruz Napa Valley and the Sierra Nevada Mountains are all located within 2 hours of Lathrop.Lathrop is centrally located within a 30-minute commute of Tracy Manteca Stockton Ripon Lodi Modesto and Livermore. EXPERIENCE AND LICENSE/CERTIFICATIONS
- Education and/or Experience
A high school diploma or equivalent. One year of technical experience in water system distribution design operations and maintenance is desirable.- Licenses/Certifications
- Possession of and ability to maintain a California Class C drivers license (California Class B is highly desirable).
- Possession of a Backflow Prevention Assembly Tester certificate and a Cross-Connection Control Specialist certificate issued by the American Water Works Association.
- Possession of a Water Distribution Operator Grade II Certificate and Water Treatment Operator Grade II or higher
- issued by the State of California is highly desirable.

Physical Working Conditions
Position requires sitting standing walking on level and slippery surfaces reaching twisting turning kneeling bending stooping squatting crouching grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift carry and push tools equipment and supplies weighing 25 pounds or more is also required. Additionally the incumbent in this outdoor position works in all weather conditions including wet hot and cold. The incumbent may use chemicals which may expose the employee to fumes dust and air contaminants and be exposed to mechanical and electrical hazards. The nature of the work also requires the incumbent to climb ladders work at heights over 10 feet enter confined spaces use power and noise producing tools and equipment drive motorized vehicles and heavy equipment and work in heavy vehicle traffic conditions. The incumbent may be required to respond to after-hours emergency call-outs and perform routine standby duties.
