Job Description

Background:

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at OSCE/ODIHR must be borne by their authorities.

Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization.

The OSCE has a comprehensive approach to security that encompasses politico-military economic and environmental and human aspects. It therefore addresses a wide range of security-related concerns including arms control confidence- and security-building measures human rights combating human trafficking national minorities democratization policing strategies counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status and decisions are taken by consensus on a politically but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation democratic development human rights tolerance and non-discrimination and the rule of law. ODIHRs assistance projects and other activities are implemented in participating States in accordance with ODIHRs mandate.

The post is located within Direction and Policy of ODIHR based in Warsaw. Direction and Policy programme aims at maintaining effective leadership management and oversight in accordance with the Common Regulatory Management System (CRMS) ensuring consistent policies and programming in all ODIHR mandated fields. Moreover it contributes to the strategic objective of enhancing the implementation of human dimension commitments along with assisting participating States in a co-ordinated needs oriented results-based and effective manner.

Tasks and responsibilities:

The incumbent performs his/her function under the supervision of the First Deputy Director of ODIHR as the first level supervisor and the Director of ODIHR as the second level supervisor. Under the overall supervision of the First Deputy Director and in close co-operation with the Directors Office Project Co-ordination Unit (PCU) the incumbent is the principal adviser on ODIHRs programmatic strategic planning fundraising approach and new opportunities for fundraising. This includes supporting the First Deputy Director with identifying and promoting good practices in ODIHRs work and contributing to ODIHRs strategic planning initiatives in a similar way mainly through research and analysis. Specifically the incumbent performs the following duties:

  1. Advising on ODIHR fundraising efforts and approaches. Researching extra-budgetary funding opportunities for all ODIHR programmes and projects especially with non-traditional donors;
  2. In close co-ordination with the Project Co-ordinator and the programmatic departments identifying and building strategic partnerships with other international organizations non-governmental organizations (NGOs) coalitions and other relevant counterparts for possible joint initiatives;
  3. In close co-operation with the Senior Project Assistant maintaining overall information on ODIHRs fundraising history and opportunities;
  4. Advising through regular briefings and/or reports the First Deputy Director on the possible impact on programmatic activities and fundraising;
  5. Contributing through research and policy advice to ODIHRs strategic planning;
  6. Researching good practices and experiences in ODIHR programmatic work aimed at establishing and promoting added value and comparative advantage;
  7. Performing other related duties as assigned.
