The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve an Internal IT Systems Analyst.

This position serves as the primary link between business stakeholders at VITA and VITAs Internal IT division facilitating clear communication and alignment between business objectives and technical solutions.

Responsibilities include gathering analyzing and translating business requirements into detailed IT system specifications while ensuring these systems effectively support business goals.

Additionally this role leads process improvement initiatives and the implementation of technology solutions leveraging expertise in business analysis systems analysis process evaluation and project management to optimize current and future operations in alignment with Internal IT managements key strategies.

Responsibilities include but not limited to:

Perform requirements Gathering & Analysis to include collaborating with business stakeholders to understand and document business needs and requirements.

Conduct interviews surveys and workshops to gather requirements for IT systems.

Analyze and prioritize business requirements and translate them into technical specifications.

Perform System Design & Documentation to include develop detailed system specifications and functional design documents create user stories use cases workflows and process diagrams to communicate technical solutions.

Assist in the design of IT systems ensuring they align with business goals and objectives.

Perform System Implementation & Testing to include supporting the implementation of IT systems and applications ensuring they meet business needs.

Assist in the creation and execution of test cases to validate the functionality of the systems. Identify report and track issues during the testing phase ensuring issues are resolved before production.

Perform process improvement. Evaluate existing business processes and IT systems to identify inefficiencies and areas for improvement.

Propose solutions to streamline processes and improve system performance.

Recommend new technologies and methodologies that align with business objectives.

Minimum Qualifications

Considerable experience and ability to identify business needs conduct interviews/workshops and gather functional and technical requirements.

Experience analyzing and improving business processes and workflows for efficiency and automation.

Strong communication skills both written and verbal with the ability to present technical concepts to diverse stakeholders including technical teams vendors administrators and end users.

Proven ability in translating business requirements into technical specifications process models diagrams and wireframes.

Effective and proficient at ensuring IT solutions align with business requirements minimizing revisions and discrepancies.

Highly skilled in managing project timelines scope and resources while coordinating between stakeholders.

Strong ability to bridge communication between business stakeholders and IT teams to ensure alignment at all levels and has ability to communicate technical matters to non-technical stakeholders.

Experience assisting in system rollouts providing user support and resolving transition-related issues.

Knowledge of defining testing criteria collaborating with QA teams and conducting User Acceptance Testing (UAT).

Strong ability to analyze business data ensure data integrity and develop reports dashboards and KPIs for stakeholders.

Expertise in assessing existing IT systems and recommending improvements based on business needs.

Experience leading process improvements and implementing technology solutions to enhance operations.

Demonstrated ability to create training materials and effectively train business users on new systems and processes.

Ability to configure develop and customize CRM applications using workflows automation scripting or low-code/no-code solutions.

Additional Considerations

Specific knowledge of: Web Development and Design ( ASP NET HTML XML) System Development and Design (SQL Server ODBC VB ACCESS Conceptual/Physical Data Models . PowerApps and Microsoft CRM).

Familiarity and experience supporting and working with VITA applications.

Previous experience with VITA application security best practices development practices code reviews change management and maintaining application performance standards.

Experience with power platform model driven apps and power automate.
