DESCRIPTION


Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton Livermore Dublin and the Dougherty Valley area of San Ramon and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agencys administrative offices are located in Livermore CA the easternmost city of Alameda County which is bordered by Contra Costa County to the north and San Joaquin County to the east. Livermore Californias oldest wine region is known for the science and technology of its national laboratories a historic downtown area and the surrounding farmlands and ranches that mirror the Valleys western heritage.

THE POSITION

Under general supervision develops directs implements maintains and manages Zone 7 Water Agencys Computerized Maintenance Management System (CMMS) program to meet the evolving needs of the Agency; defining practices and procedures data collection and management records maintenance quality control and advanced reporting; and performs duties as required.

The Computerized Maintenance Management System Analyst Zone 7 classification is a single position located in the Zone 7 Water Agency and reports to the Maintenance Manager Zone 7. The employee in this position will be responsible for overseeing and maintaining the Agencys CMMS program to ensure alignment between technology and operational goals identify efficiency improvements control expenditures in maintenance activities and support the integration of short and long-term goals and strategies for optimizing the Agencys engineering operations and maintenance functions. The position serves as a key resource for leadership teams to align CMMS capabilities with overall Agency priorities.




MINIMUM QUALIFICATIONS

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Principles and practices of a strategic comprehensive asset management program.
  • Current and modern principles and procedures related to CMMS and associated software applications and system architectures integrated with CMMS.
  • Data management theory principles and practices and their application to CMMS programs.
  • Research advanced data collection reporting techniques methods and procedures.
  • Cutting-edge industry trends and applicable federal state and local laws codes and ordinances relevant to the area(s) of responsibility.
  • Principles and procedures of technical record keeping and reporting.
  • Modern equipment and communication tools used for business functions and program project and task coordination including computers and enterprise software solutions relevant to work performed.
Ability to:
  • Plan organize oversee and provide technical support in the implementation and maintenance of a CMMS program.
  • Monitor Key performance indicators CMMS effectiveness reliability and security and respond accordingly.
  • Learn the organization and services of the Agency as necessary to assume assigned responsibilities.
  • Learn the advanced principles related to materials methods and procedures used in the installation and construction of water facilities.
  • Read and interpret work orders plans drawings blueprints and related technical documents.
  • Conduct complex research analyze and interpret data draw conclusions and summarize and present information reports and data in an effective manner.
  • Lead the development of CMMS system documentation and informational materials and train users.
  • Develop and maintain a variety of systematic filing record-keeping and tracking systems.
  • Learn interpret and apply all pertinent laws codes regulations policies and procedures and standards relevant to the work performed.
  • Use high-level tact initiative prudence and judgment within general policy and procedural guidelines.
  • Effectively use computer systems software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely orally and in writing using appropriate English grammar and syntax.
  • Establish maintain and foster positive and effective working relationships with those contacted in the course of work.
  • Effectively work with the public vendors contractors and Agency staff in person and over the telephone.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine the best qualified that will be weighted as qualifying only (pass/fail). Candidates who pass the best qualified exam component will move on to the final step in the examination process.
  3. An oral examination which will be weighted as 100% of the candidates final examination score. The oral examination may be administered virtually and contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
