The Legislative Affairs work unit is responsible for advancing the policy and fiscal interests of the Department with both the Governors Office and the Colorado General Assembly. The Unit works on behalf of the Departments executive director coordinating and promoting the legislative agenda articulating the Departments position on legislative and fiscal matters and regularly engaging with external stakeholders and partners to accomplish the Departments policy and fiscal objectives.
This position supports the Departments advocacy of its policy objectives working in the Legislative Affairs work unit at the direction of the Senior Director of Legislative Affairs. This position reviews large volumes of legislation under consideration by the Colorado General Assembly. It interprets the meaning of the legislation including describing new duties or programs or changes to existing duties or programs of the Department and other changes to law that are of interest to the Department. The position analyzes the pending legislation and applies knowledge of statewide legislative policy approaches. It does this to advise Department leadership and division policy leads and subject matter experts on ways to influence the pending legislation in order to assure it can be implemented effectively. The position works with division policy leads and subject matter experts to gather technical feedback on pending legislation and to prepare formal policy positions. This function is performed across the Department but is especially important with regard to divisions and offices without dedicated policy those divisions and offices this position acts as the policy lead providing direction to the division and office director. The position communicates policy positions on behalf of all Department divisions and offices to the Governors Office and other state departments and where necessary members and staff of the General Assembly and external stakeholder groups. The position supports drafting statutory language to be included in pending legislation and related materials. Related materials include fact sheets talking points testimony and summaries of the legislation.

MINIMUM QUALIFICATIONS:
Ten (10) years of relevant experience in public policy law public health or environmental protection two (2) of which must have included experience with public or business administration establishing goals and objectives as well as developing and managing a budget to achieve program goals and objectives
OR
A combination of related education in public policy law public health environmental protection and/or relevant experience in public policy law public health or environmental protection equal to ten (10) years two (2) of which must have included experience with public or business administration establishing goals and objectives as well as developing and managing a budget to achieve program goals and objectives

Preferred Qualifications:
In addition to the minimum requirements the successful candidate in this position will have the following highly desirable experience and competencies:
Previous experience researching analyzing and assessing pending legislation and recommending potential actions
Previous experience working with large volumes of information in a high-pressure setting
Previous experience translating and communicating complex topics in a variety of forums tailoring communications to effectively fit and influence the target audience
Politically savvy with a proven ability to work within a complex political environment and governmental system
Excellent negotiation and consensus building skills with proven track record of successful collaboration and engagement; ability to work collaboratively with key internal and external leaders partners community members and stakeholders
Previous experience creating verbal and written communication and public speaking
Conditions of Employment:
