The Division of Facilities Management - Western District

The Division of Facilities Management exists to plan design construct operate maintain and manage the Colorado Department of Human Services (CDHS) facilities and campuses according to all applicable code requirements and standards in a manner that promotes the CDHS mission of providing safe sanitary and effective environment for clients youth residents consumers and staff and enhances the quality of life in CDHS facilities campuses and the surrounding neighborhoods. Facilities served and managed by Western District Division of Facilities Management include the Grand Junction Regional Center along with 10 group homes and program buildings in Grand Junction. Also served in the western district are the Grand Mesa Youth Services Center and the Rifle State Veterans Nursing.


The Planning Design and Construction (PDC) Group provides professional expertise with three areas for a construction project: planning design and construction. PDC offers specialized expertise in facility planning and management overseeing the strategic development of future facilities and implementation of appropriate and large non-appropriated projects including the development of the Capital Construction Capital Renewal and Controlled Maintenance budget requests and development of grants for funding sources outside of State government. PDC offers comprehensive support to the Department in the realms of Architecture and Engineering encompassing everything from the consultant selection to interpretation and application of building codes and facility standards. Lastly PDC extends its expertise and support by offering management oversight for alterations building additions and new construction projects. This encompasses a range of responsibilities including contract administration ensuring code compliance managing budgets and schedules and overseeing facility commissioningall while strictly adhering to State Building and CDHS policies.

Description of Job

The position is a CDHS Project Manager I and works closely with DFMs Planning and Technical Services (PTS) Planning Design and Construction group. This position is the project leader for Western District DFM and responsible for ensuring that all State Building Program and Policies are adhered to while managing multimillion dollar design & construction projects for DHS (for all Programs) within CDHS concerning construction projects consultant selection budget request support and cost estimating services in support of alteration building additions new construction and the maintenance and repair of state-owned buildings throughout the Department. This includes consultant selection managing budgets technical planning and oversight for project design contract administration code compliance building emergencies and facility commissioning. It also includes ensuring and at times establishing guidelines policies and procedures adhering to State Building policies for all CDHS projects to provide information to and advise agency administrators and other staff as needed concerning construction projects consultant selection budget request support /cost estimating services in support of alterations building additions new construction and controlled maintenance and repair of state owned buildings throughout the department.

Job Duties

Budget/Funding Requests
  • Works with the Planning Design & Construction (PDC) Manager to initiate justify and compile funding requests for controlled maintenance and capital construction projects in response to declining conditions of facilities changes in facilities use program expansions code changes and implementation of State Department regulations.
  • Develops project budgets for CDHS and aids other divisions and other state agencies in development of project budget requests.
  • Aids in the prioritization of Controlled Maintenance (CM) projects.
  • Completes preliminary projects estimates including design and consulting fees for Capital Construction (CC)/CM projects.
  • Provides cost estimating expertise.
  • Organize and direct a team of consultants state personnel operational program staff and other stakeholders to generate appropriate funding scenarios including state appropriations grants and other funding resources for appropriate projects.
  • Attend the OSA meeting and check for any legislative OSPB and OSA updates to annual budget request (CC and CM) instructions and forms.

Projects - Consultant Selection Bidding Negotiation

  • Negotiates fees terms of contracts and the scopes of work. Reviews designs and specifications for completeness satisfaction of program need and intent technical content code compliance constructability and economic efficiency.

  • Participates in selection boards to determine consultant and contractor qualifications.

Project Management

  • This position is the Project Leader for Western District DFM projects and potentially other districts.

  • Develops and manages Special Request capital construction and controlled maintenance projects to include the initial concept scope feasibility study budget formulations contract management and construction review.

  • Imparts technical expertise to ensure optimal performance of design and construction work and in the evaluation of quality control tests to measure conformance to design standards and specifications.

  • Plan direct and coordinate activities of designated projects to ensure that goals and objectives are accomplished within prescribed time frames and funding parameters. Escorts or coordinates appropriate escorts for work being performed in occupied facilities.

  • Provides project reports technical advice and coordination of project activities.

  • Project documentation monitoring and reporting project spending and status and tracking accomplishments.

  • Follows Industry and DFM PTS/PDC Standards to manage assigned projects prepare work and track grant applications and projects. Construction Management and Contract Administration and project leader for multiple construction projects by guiding the actions and performance of privately contracted services both professional and nonprofessional and agency staff (district facilities managers supervisors and trades staff) to obtain desired outcomes.

  • This position uses its knowledge of architectural / engineering drawings and specifications submitted by privately contracted professionals to oversee and manage ongoing construction projects assigned.

  • This position will verify State and Agency/Department standards Program Plan and Master Plan criteria and regulatory codes and applicable standards are met (per current industry standards). Management and peers agency wide rely on the positions knowledge and expertise for bidding and construction. Determines changes to documentation and construction when requirements are not satisfied.

  • Manages available resources during the phases of a project and develops project plan outlines to ensure that the project progresses within schedule and budget.

  • Position reports to the Western District but will work closely with the Planning Design and Construction (PDC) group. On occasion the position will support PDC with other construction projects in other districts.

Administration/Coordination

  • Responsible for all code knowledge applications and processes like permitting to administer all project code review activities.

  • Serve as the construction application and permit coordinator.

  • Ensure contractors maintain project inspection reports for capital projects. Integrate building commissioning processes into capital construction processes. Research product and vendor options for projects and the district.

  • Performs other duties as assigned

Minimum Qualifications
Experience Only:
Applicants must have seven(7) years of professional experience managing architectural engineering or construction projects. This experience must have included working with MS Office Adobe Acrobat (PDF Markup) and Google Suite and reading and interpreting floor plans and drawing sets. Ensure this experience is detailed in the work experience section of your job application.

Education and Experience:
A combination of related education and experience managing architectural engineering or construction projects that included working with MS Office Adobe Acrobat (PDF Markup) and Google Suite and reading and interpreting floor plans and drawing sets equal to seven (7) years. You must attach a copy of your transcripts/apprenticeship to this job application. Your unofficial transcripts/certification of completion must include your name college/school name type of degree/certification received and date the degree/certification was received/conferred.

Employment history is calculated on a full-time basis (40/hours per week). Part-time employment is calculated on a prorated basis to determine qualifications. Preferred Qualifications
  • Experience with taking a construction project from concept through design bid construction and close out;

  • Experience with AutoCAD;

  • Experience working with the Office of State Architect (OSA) process and forms;

  • Experience working with Building Codes (IBC NFPA ADA etc.);

  • This position supports projects for all CDHS facilities within the PTS group. Familiarity and/or knowledge of healthcare Youth Services assisted care living and geriatric care along with program philosophies such as the EDEN alternative philosophy trauma responsive care care environments is desired.

  • A working knowledge and experience with sustainability trends and practices in the building industry are also desired.

  • Knowledge of the treatment programs and overall mission of the DHS.

  • The unique knowledge of both architectural and engineering systems fundamentals

  • Established experience in institutional projects and writing budget requests.

Conditions of Employment

  • Travel This position will be required to drive State Vehicles as part of daily work assignment from site to site to perform daily duties. Travel to training and meetings. On occasion this position travels to other districts.

  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.

  • Must successfully pass a Tuberculosis (TB) test.

  • This position is classified as a critical position.
