Main Responsibilities
Strategic Management and Liaison
- Assist and advise the Director Deputy Directors and members of the Senior Management team on the design and implementation of the Programme of Work and Budget while ensuring strategic oversight of the Directorates human and financial resource management needs and general administration in accordance with the applicable regulations guidelines and good practice.
- Advise the Director and Deputy Directors on financial sustainability and risks in the context of current and anticipated financial resources staffing levels spearhead good practices in VC and HR management in the directorate including through the GOV VC Board to improve GOVs strategic management of VCs and ensuring transparency and accountability in reporting to Members.
- Provide the Director Deputy Directors and the Senior Management team with technical administrative and analytical support for their work and meetings as well as timely information on human resources and budgetary issues the use of resources and availability of funds.
- Represent the Directorate in organisation-wide reform projects to ensure that new policies and procedures are implemented and managers are kept abreast of developments and that the Directorates concerns and needs are well represented.
Budget Voluntary Contribution Management and Donor Relations
- Co-ordinate the preparation of the Directorates Programme of Work and Budget ensure sound planning monitoring and reporting and participate in and co-ordinate the evaluation of its implementation.
- Assume responsibility on behalf of the Director for the control functions related to the execution of the budget as well as the monitoring and reporting of expenditure both internally and to Members and other donors in accordance with OECD rules and procedures.
- Co-ordinate the preparation review and adequately documented administration of grants and Voluntary Contributions. Participate in and advise Senior Management on negotiations with donors.
- Oversee the proper execution of grants and Voluntary Contributions in accordance with their terms and conditions and ensure that the corresponding financial reports are prepared and submitted in a timely manner.
- Keep abreast of and provide input on reforms in budgetary and financial procedures and systems ensuring that the Directorates needs are taken into account and co-ordinate new Value for Money (V4M) proposals to ensure efficiency and innovation across the Directorate.
Human Resource Management
- Oversee the administration of human resources ensuring that operations are agile aligned with best practices for staff management and development the Directorates business model and the Organisations policies and regulations.
- Manage recruitment procedures in the Directorate and play a leading role in the strategic planning of the Directorates mid- to long-term staffing needs under the supervision of the Director and Deputy Directors.
- Oversee and provide guidance on the performance management review process and co-ordinate the Directorates efforts on skills analysis gender equality talent management career development and mobility.
- Lead and promote learning and development strategies for the Directorate.
General Administration
- Advise the Director and Deputy Directors to ensure the proper application of the internal control framework including compliance with Financial Regulations Instructions and Procedures and Staff Rules. Participate in the preparation and follow-up of audit work and its reports and actions.
- Ensure procurement processes comply with relevant requirements regarding market consultations and call for tender.
- Provide oversight for missions verification DSA advances and liquidation and reporting in accordance with established policy and procedures.
- Carry out any other tasks as assigned by the Director.
People Management
- Lead and develop the Directorates Resource Management Unit by promoting a high-performance collaborative work culture. Oversee the Units operations and staff development while strengthening proactive and effective collaboration with managers staff members and central OECD counterparts in human resource finance and communication.
- Liaise with other Head of Resource Management Units for exchanging insights and lessons learned from good practices.
Qualifications :
Ideal Candidate Profile
Academic Background
- An advanced university degree in business administration human resources management finance or a closely related field.
Professional Background
- At least eight years experience in a role with significant human and budget resource management responsibilities.
- Knowledge of the OECDs structure processes regulations and administrative systems or experience in a similar role in another International Organisation would be an advantage.
Tools
- Very good level of proficiency in the use of resource management applications such as SAP Business Objects (BO) Operational Budget Management and Reporting (OBMR) Grants Management (GM) Budget Elaboration Tool (BET) etc.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.

What the OECD offers
Salary Information
- This position is graded GA10.
- Please note that the appointment may be made at one grade lower in the specified job family based on the qualifications and professional experience of the selected applicant.
- OECD Staff Rules and Regulations stipulate that the mandatory retirement age is 67.
Selection Process
For retained candidates written tests/video-recorded interviews are foreseen at the beginning of October 2025 and panel interviews are planned at the end of October/beginning of November 2025.
