Job Description

Main Responsibilities

Research analysis and drafting

  • Evaluate the methodological compliance of assessments and suggest improvements to them based on international best practices and standards as well as relevant guidance documents.
  • Support the update and improvement of guidance materials templates e-learning modules and certification exam questions.
  • Provide guidance and support related to the application of MAPS.
  • Draft reports and documents for consideration of committees and advisory groups as well as briefs guidance and other communication aimed at non-technical audiences.
  • Provide support to the communications teams including through proposing relevant content for communication pieces and website elements.

Coordination

  • Coordinate the quality assurance of assessments liaising as necessary with relevant stakeholders.
  • Coordinate training for users including online and in-person activities and masterclasses as well as e-learning modules and certification activities.
  • Coordinate the measurement of key performance indicators of relevant results framework and support the analysis of the use and impact of MAPS across the world.
  • Support the implementation of the MAPS Secretariats objectives.

Liaison representation and dissemination

  • Liaise with country officials and staff from international organisations working on public procurement practice and policy making to promote and continuously improve MAPS.
  • Represent the MAPS Secretariat at meetings and conferences involving policy makers procurement practitioners and other relevant stakeholders.
  • Support the planning coordination and execution of meetings with relevant stakeholders including high-level country authorities international organizations practitioners and consultants among others.  

Qualifications :

Ideal Candidate Profile

Academic Background

  • Advanced university degree in economics public administration engineering law procurement finance business administration political science or any other related field.

Professional Background

  • Minimum three preferably more than five years of experience in public procurement policy or practice acquired in a national or international administration.
  • Experience presenting in a compelling manner highly technical subjects in writing as well as orally to upper management high-level public officials and a non-expert audience.
  • Experience working with assessment methodologies and indicators would be an advantage.
  • Experience in positions exposed to the political implications of policy recommendations would be an advantage.
  • Experience preparing and delivering training would be an advantage.
  • Proven track record in project management and multi-tasking.

Contract Information

  • This vacancy could be used to fill multiple positions.
  • The appointment type will be determined based on the needs of MAPS Secretariat and GOV Directorate and will be confirmed when an offer of employment is made to the selected candidate.
  • Please note that OECD Rules and Regulations stipulate that the mandatory retirement age is 67.

For retained candidates written tests and/or video-recorded interviews are foreseen in October 2025 followed by panel interviews in December 2025.
