The Brazil Program is a strategic partnership between C40 Cities and the Global Covenant of Mayors (GCoM) funded by Bloomberg Philanthropies to accelerate the implementation of climate action across Brazilian cities. The program aims to unlock delivery at scale by identifying and preparing high-impact finance-ready urban climate projects while strengthening the institutional frameworks that support long-term transformation. It combines on-the-ground implementation with targeted support to federal and multilevel governance leveraging Brazils growing climate ambition and the opportunity presented by COP30 in Belm.
Over the next two years the program will engage at least 50 cities supporting them to move from planning to action through data-driven project identification readiness assessments and capacity-building. At least 20 priority actionsparticularly in sustainable transport and wastewill be prepared for implementation with a strong focus on financial viability social inclusion and emissions impact. These efforts will be complemented by cross-cutting strategies on climate budgeting just transition and strengthened data ecosystems. Working in close coordination with federal actors and national city networks the program will create the enabling conditions for long-term replicable investment in urban climate solutions across Brazil.
Alongside implementation the program will leverage Brazils leadership in global climate diplomacy to elevate city voices strengthen and establish a model of multilevel coordination for other countries and integrate local action into the international climate agendas. With COP30 in Belm the initiative brings visibility to the urban Amazon supporting practical solutions in cities facing deep socio-economic and environmental challenges. It will also showcase CHAMP in action using Brazils COP30 Presidency and co-chair role in the NDC Partnership to promote the inclusion of subnational contributions in NDCs. By advancing Climate Federalism and amplifying mayoral leadershipespecially from the Amazonthe program aims to inspire globally just inclusive and locally driven climate action.
Climate budgeting outcomes
Context setting
Climate budgeting is a governance system that mainstreams climate commitments into policy action and budget decision-making. It breaks down long-term climate goals into manageable yearly targets mainstreaming these into daily operations and budgeting detailing specific actions costs responsibilities and expected emissions reductions within the budget.
Its transparency allows for continuous monitoring of climate actions identifying effective measures and areas needing improvement to stay on track with targets - highlighting both actions that are within a citys direct influence and actions that need to be implemented in collaboration with other local regional or national stakeholders. Additionally the climate budgeting process can highlight funding gaps by clearly connecting specific climate actions to city climate targets and implementation costs thereby strengthening the citys ability to prioritise internal funding and focus its efforts to attract external funding for climate action implementation.
Institutionalising climate budgeting as a yearly process alongside the municipal budgeting will help to ensure strong governance and accountability for climate action to reach 2030 goals.

Scope:
The Senior Manager Climate Budgeting will be a key member of the C40 Climate Budgeting team and will lead the delivery of the Brazil Programs priorities on climate budgeting. The program aims to support five Brazilian cities to embed climate action into their budgeting and financial planning process ensuring long-term cross-sectoral investment in climate priorities that align with national and global targets while also empowering mayors to lead on climate issues promote public awareness and strengthen cities in negotiations for climate action. The programs will achieve this through direct technical assistance to the five Brazilian pilot cities to adopt and test climate budgeting frameworks using C40s methodology and tools to guide integration into annual budget cycles. Additionally the program will document Brazils approach to climate budgeting and share lessons learned through national and global platformspositioning the country as a replicable model for CHAMP-style mainstreaming of climate governance. Furthermore promoting collaboration between pilot cities and relevant federal ministries to incorporate climate priorities into municipal fiscal processes and frameworks.
The role of Senior Manager Climate Budgeting will focus on ensuring strong city engagement contracting coordination and quality control of external consultants for technical support to cities efficient project management to ensure progress and timely delivery stakeholder management across cities and relevant national stakeholders and close coordination with other C40 and GCoM teams across the Brazil Program and C40 Climate Budgeting team.
The role will report to the Head of Climate Budgeting and work with the wider Climate Budgeting and Regional Mayoral Engagement teams to set the climate budgeting strategy for this grant programme. The role will be supervised by the Head of Implementation who will ensure coordination with the other technical workstreams (data finance waste climate budgeting and inclusive climate action) and will work along with the Head of Engagement who will be responsible for the city and national government engagements.
In the role you will work closely with the Brazil Program implementation team including project management staff supporting implementation across workstreams. Additionally you will work closely with C40s global Climate Budgeting team to support compliance with C40 standards and guidance on climate budgeting.

Salary: (Grade 3)(IC) USD 76745 gross per annum - Due to its commitment to maintain equity and fairness C40 operates on a spot salary model. This means that our employees are paid the same salary according to their grade and location.
