Job Description

JOB PURPOSE:

  • Assists in development of the short and long term mechanical maintenance strategy for the plant and the development of a capable engineering planning and mechanical maintenance team to support that strategy.
  • Abide with the O&M agreement with the Owner and the Contractual Services Agreement with Siemens.
  • Ensure that the plant meets availability reliability efficiency generation and cost targets safely and within the environmental legal and contractual requirements.
  • Assists to establish the appropriate procedures and computerized mechanical maintenance management processes as applicable to a prudent management regime.
  • Assists to coordinate mechanical maintenance activities with finance and accounting administration HSE and operations departments.
  • Assist in preparation control analysis and reporting on the yearly and long term budget and business plan for the operation dept. to the various stakeholders through reporting KPIs.
  • Actions assigned from internal and external audits for Environment / Engineering / procedures pertaining to Mechanical engineering.
  • Closely following Siemens QA/QC during outages Extra works monitoring.
  • Review and implement of SiemensTILs and update the status. Review Siemens reports derive action items and follow-up.
  • Conducting site technical meetings along with Siemens CPM and site O&M team.
  • Identifying the third party resources which are suitable for outages support thus cost reduction.
  • Monitoring of GT performances and suggesting site team for proper action. Assist in the operations QA/QC / performance issues / root cause analysis program.
  • Maintaining high standards of management ethics and leadership.
  • Review implement and monitor the mechanical maintenance Methods / Procedures.
  • Continual improvement of systems and procedures based on experience.
  • Ensure the efficient use of resources through good planning record and communication.
  • Ensure that the maintenance plan is in line with the requirements of the O&M agreement with the FPCC and the Contractual Services Agreement with Siemens.
  • Works closely with inspection / overhaul contractors and supervise / provides them with all the necessary support.

Safety at Work

  • Ensures a safe working environment for all the working parties whilst working on any equipment.
  • Obtain a Permit to Work for each job as necessitated by the FOMC HSE Procedures put in place.
  • Ensures all necessary risk assessment and precautions are taken by himself the Mechanical Technicians and Contractors while undertaking any jobs in FOMC.
  • Ensures that all tools required to work safely on the plant equipment are available.
  • Monitors Mechanical Technicians and Contractors to ensure guidelines as per Safe Work Practices and HSE Standards are followed.
  • Points out any unsafe conditions to Management.

Team Leadership

  • Leads the Mechanical Maintenance Technicians and ensures a high level of efficiency in the Team.
  • Builds and sustains a committed cohesive and dynamic Team.
  • Acts as a Mentor for the Mechanical Team.
  • Leads by example.
  • Recommends the appropriate training for the Mechanical Technicians.

Maintenance Task Planning and Execution

  • Ensures maintenance tasks are completed by the Technicians as per Work Orders generated in SAP.
  • Ensures the reports on maintenance is done and documented in SAP.
  • Generates reports as necessary once maintenance is completed.
  • Plans for and ensures that maintenance of all mechanical equipment is in accordance with OEM Manuals and best industry practice for the equipment.
  • Along with the Maintenance Manager ensures mechanical equipment maintenance planning is correctly scheduled so that all equipment is maintained as per OEM recommended intervals.
  • Reviews Mechanical Maintenance Procedures and suggests where they can improve.

Equipment Failure Troubleshooting and Repair

  • Supports reliable and accessible 24-hour engineering call-out functionality.
  • Attempts all possible means of reducing equipment downtime and ensuring high plant availability.
  • Performs trouble shooting activities as necessary to determine failure conditions and rectifies defects found.
  • Records and reports to the Maintenance Manager all rectification jobs undertaken.
  • Generates reports of equipment failures.
  • Performs Root Cause Analysis of Failures.
  • Works with Plant Operations Personnel for resolving problems encountered with mechanical plant equipment.

Reporting Overall Planning andBudgeting

  • Discusses planned and unplanned jobs undertaken with the Engineering Manager.
  • Works with the Maintenance Manager for outage planning and execution.
  • Assists the Engineering Manager in planning and budget preparation processes.

Spares Consumables & Tools

  • Ensures adequate inventories of spares and consumables are maintained.
  • Places requisitions for purchase of required spares and consumables.
  • Ensures necessary tooling is available to all Technicians.
  • Ensures Third Party Certification of all tools is done on an annual basis or as required.
  • Ensures all tools are maintained and are in good working condition.

Ownership

  • Assumes ownership of plant mechanical equipment and strives to maintain them in the best possible condition.
  • Delivers Technical Advice to Enable Efficient Maintenance of Mechanical Equipment and Continuous Improvement.
  • Delivers technical advice to colleagues and Contractors to ensure safety and the proper execution of Plant Maintenance Practices.
  • Applies engineering knowledge and skills to review and update task lists for initiatives to address inconsistencies in SAP scheduling practices and documentation.
  • Train and Develop Mechanical Technicians to Build the Workforces Technical Capability and to Deliver a Step Up in Plant Performance.
  • Coaches Mechanical Technicians on mechanical equipment Safe Work Procedures and Operational Techniques to ensure proper execution of Plant Routines.
  • Prepares and delivers Technical Training including modules on Alignment Techniques valves pump repairs compressors dryers HRSG component inspections and BOP plant equipment.

HEALTH & SAFETY

  • The Job Holder will work in a controlled hazardous environment.

Work Levels and Conditions and Risks:

  • Work Level 5 (OSHA scale 1 to 6): the tasks that he performs as part of their daily work activities represent risks and are controlled by means of procedures supervision safety devices and HSE Teams in such a way that its non-observance that could lead to a serious accident or in severe casedeath.

Exposure to Risks:

  • Traffic/automobile accidents ergonomic problems and accidents.
  • Risks inherent to the job of the Mechanical Engineer while performing inspections site visits operations and maintenance activities etc.

Essential Educational Qualifications

  • Bachelor or Master of Engineering in Mechanical Engineering.

Desired Skills and Experience

Experience:

  • At least 8 year experience in the Gas Turbine maintenance of a large combined cycle power plant / cogeneration power plant of 9Fa/7Fa & 7Ea units 3 of which must have been in the capacity of Mechanical Engineer.
  • Hands on experience of Siemens design heavy duty gas turbine frame 9Fa/7Fa and 7Ea units with minimum exposer of 6 HGPI and 3 major outages .
  • Exposer on alignments related to Siemens design Heavy duty Gas turbine and Generator.
  • Leading and managing people in team.
  • GE Gas turbine with auxiliaries and HRSG maintenance experience (Optional) with outage planning and scheduling skill.
  • Spare planning and SAP based maintenance planning experience.
  • Use of safety management systems.
  • Engineering concepts and principles.
  • Preparation of contract specifications and ongoing contract management.
  • Familiar with taking responsibility for compliance with safety systems and local procedures.
  • Knowledge of good practice and industry recognized standards and legislation.
  • Budget control and reporting.
  • Extensive understanding of thermodynamic analysis of combined cycle power and water plants.
  • Extensive experience with computerized management system (SAP or equivalent).
