The Municipal Building Surveyor (MBS) plays a pivotal role in efficiently and effectively managing the Building Control Services business unit to ensure a high standard of service and building development compatible with the expectations of the Hume community relevant legislation local laws budget constraints time limits policies and procedures.
The MBS is also a key leadership role responsible for the continued growth and development of the people in the Building Control Services business unit.
Supporting the Manager Planning and Development this role is accountable for ensuring that the building control responsibilities and obligations of the Council and the Municipal Building Surveyor are fulfilled in accordance with the relevant legislation Ministerial orders and guidelines codes and standards budget constraints time limits and Councils policies and procedures.
What youll be doing:
- Permits and Approvals; responsible for the assessment and determination of all applications made to Council for approval. This includes Building Permits Report & Consent applications POPE applications and others from time to time.
- Investigations and Compliance; responsible for responding to and investigating community complaints and other observed breaches of building legislation.
- High Risk Buildings; responsible for investigating and ensuring the safety of known high risk building and sites across the municipality. This also involves working with other teams in Council such as City Laws and Planning Compliance as well as external agencies to ensure a safe built environment for Hume.
- Pool Safety; responsible for managing the pool registration ad safety barrier program in Hume.
- Develop and implement strategic plans and policies across the Building Control Services Business Unit aligning them to Hume City Councils community vision legislative requirements organisational values and broader strategic objectives.
- Focus on continuous improvement and leading change in a complex environment demonstrating agility and clarity in the face of ambiguity and competing priorities.
- Make insightful decisions using data workforce trends operational insights and experiences to translate vision and strategy into measurable outcomes.
- Inspire others by being passionate values driven and influential in your messaging bringing the Council vision alive across the team.
The skills and experience youll bring to the role:
- Tertiary qualifications in the field of Building Surveying and Inspections and relevant registrations to undertake the role.
- Experience at a senior leadership level with ability to provide supervision guidance direction and advice to staff when required.
- Working knowledge of relevant Victorian building control legislation Codes and Standards including the application of planning controls and local laws.
- Substantial experience in a building control office including municipal building control local government and the building industry.
- Ability to clearly provide advice directions and explanations (written and verbal) in relation to building control legislation and building techniques and processes based on documentary assessment site observations personal expertise judgement and experience.
- Demonstrated experience leading and fostering a positive collaborative and high performing culture aligned to organisational values and strategic goals.
- Highly developed conceptual analytical and strategic skills with a track record in leading change within a complex and diverse organisation.
- Strong financial people and project management skills with experience in contract / project management as well as managing a multidisciplinary and geographically dispersed workforce.
- Exceptional communication and engagement skills with the ability to communicate and connect with diverse audiences and stakeholders.
- Strong understanding of contemporary challenges and opportunities relevant to local government including community inclusion social justice and climate change.
- Sound computer literacy.
- Current drivers licence and willingness to travel across Council locations as required.
