Job Description

DUTIES AND RESPONSIBILITIES: The Vice President of Infrastructure and Business Development provides executive level oversight and planning for all ACHIEVE properties as well as the Agencys facility operations team. This role ensures that all ACHIEVE properties comply with NYS fire safety and quality standards and leads long-term capital planning for property utilization modernization and transformation. The position also plays a critical role in business development by identifying and vetting new integrated business opportunities to support organizational growth. The duties and responsibilities associated with this position include but are not limited to the following items which are organized according to five defined standards of performance:

I. JOB KNOWLEDGE

  • Developing and implementing long-term strategies for facility management including modernization efficiency improvements and sustainability initiatives
  • Overseeing and controlling budgets for facility operations maintenance and capital projects
  • Ensures that facilities comply with all relevant safety health environmental and regulatory requirements
  • Maintains oversight to the agencys fleet management services
  • Oversight of agencys site safety and security planning
  • Developing and implementing emergency preparedness and disaster recovery plans
  • Identify and correct any safety and/or security concerns for all agency sites.
  • Oversight for ongoing preventative maintenance/repairs on assigned departmental and agency equipment.
  • Solicit proposals for maintenance of service contracts warranties and the like for buildings equipment and services (i.e. plowing security system etc.).
  • Solicit proposals and oversee new construction and renovation projects from design through completion
  • Maintain oversight of Agencys integrated business operations
  • Tracking key performance indicators (KPIs) to assess facility performance and identify areas for improvement.
  • Identifying potential clients and developing strategies to engage them.
  • Building relationships with key stakeholders and decision-makers.
  • Developing proposals and presentations for new projects or service offerings.
  • Negotiating contracts and securing new business.
  • Stay informed about industry trends and market developments.
  • Any additional duties as assigned


II. TEAMWORK

  • Encourage and maintain a positive working relationship with all departments in the agency parents staff individuals served and community partners while expecting the same from direct report staff.
  • Attend and participate in all required and/or requested departmental or agency committees and/or meetings
  • Assist other departments with agency events as required


III. DOCUMENTATION

  • Complete required documentation in conformance with rules regulations policies and procedures and billing practices
  • Perform documentation reviews to ensure records are maintained in conformance with rules regulations policies procedures and billing practices


IV. COMPLIANCE & ACCOUNTABILITY

  • Identify and report any untoward incidents
  • Identify report and/or correct all safety hazards including physical plant problems and/or problem work practices and assist with investigating work-related departmental accidents as requested
  • Participate in any investigations as required
  • Comply with all State and Federal regulations along with agency policies and practices


V. TRAINING & DEVELOPMENT

  • Ensure that supervised employees receive the required agency and/or state mandated training
  • Obtain and maintain the required training certifications that include:
  • Attend all required training staff development programs and staff meetings as required by the agency and/or State and Federal regulations
Requirements

QUALIFICATIONS:

Bachelors degree plus five (5) years relevant experience including three (3) years in a supervisory capacity

-Or-

Associates degree plus eight (8) years experience

-Or-

A combination of education and experience that in the opinion of the reviewing agency exceeds the above standards of the program


SPECIAL REQUIREMENTS:

Possess skills and experience with support services operations building maintenance repairs construction HVAC and electrical/mechanical operations.


Possess good interpersonal written oral and communication abilities and effective time management/organizational skills.


Able to work scheduled hours and on-call needs or support that may include overtime weekend and/or holiday timeframes and maintain an acceptable work attendance as defined in the agencys personnel policy manual and handbook.


Be computer literate with knowledge of agency operating systems and applicable software required for department needs.


Able to generate and present comprehensive written reports and respond to questions about the report.


Demonstrate sound judgment in normal work and emergency situations.


Must physically be able to perform the required certifications and lift fifty (50) pounds.


Possess a valid drivers license acceptable to the agencys insurance carrier.
