The City of Oakland is currently recruiting to fill one Housing Development Manager vacancy within the Community Development Division of the Housing & Community Development Department (HCD). The Housing Development Manager under administrative direction of the HCD Deputy Director plans organizes manages and directs the work of the Community Development & Engagement Unit (CDE); trains and supervises assigned staff; and performs related duties as assigned. This is a unit head position that is responsible for the overall administration of the federal grant program administration grantmaking and anti-displacement services functions of the Department.


The ideal candidate for the Housing Development Manager will be a seasoned pragmatic community development leader with technical expertise in fiscal and administrative management community development program development and federal compliance. They will be dedicated to advancing affordable housing opportunities and HCDs strategic goals of production of new deeply affordable housing preservation of existing naturally occurring affordable housing and protection of Oaklanders from displacement. The candidate must have experience managing people in a manner that builds leadership trust and teamwork. The ideal candidate will be politically astute and will be able to navigate City functions and external community relationships. The Housing Development Manager will have a strong background in public-sector community development compliance with federal state and municipal regulatory guidelines legal documents and program development (e.g. design implementation evaluation etc.) at the senior project management or managerial level. The successful candidate must be versed in community development in a diverse urban environment while bringing a demonstrated track record and commitment to equity and inclusion. They must have a vision and understanding of equitable housing and community development strategies including the use of equity tools.

What you will typically be responsible for:
  • Planning organizing managing and directing the work of the Community Development & Engagement Unit including federal grant program administration grantmaking and anti-displacement services.
  • Managing and directing anti-displacement programs and activities including program design implementation evaluation monitoring and issuing Requests for Proposals.
  • Developing and directing the implementation of goals objectives policies procedures and work standards for the unit.
  • Developing and implementing management systems procedures and standards for federal compliance fiscal activities program evaluation and monitoring.
  • Developing and implementing systems for collecting and analyzing data on unit departmental and interdepartmental activities accomplishments and trends.
  • Directing the preparation of various studies and reports relating to community development issues and developing specific proposals to address them including but not limited to the following federal documents: Consolidated Plan Annual Action Plan Consolidated Annual Performance & Evaluation Report and Neighborhood Revitalization Strategy Area Plans.
  • Directing the preparation and administration of the federal grant program budget compliance and performance monitoring and tracking federal spending.
  • Directing the selection supervision and work evaluation for unit staff; providing for staff training and development.
  • Coordinating the work of the unit with other units City departments outside agencies and community members.
  • Maintaining effective relations with a variety of community organizations groups and individuals; working closely with other department leaders and City staff to provide comprehensive services and solve service delivery community and administrative issues and concerns.
  • Monitoring developments related to the functions of the unit evaluating their impact on City operations and implementing policy and procedure improvements.

Minimum Requirements for Application

The following qualifications are guidelines as the appointing authority has broad discretion in filling positions in this classification.

Education
A Bachelors degree from an accredited college or university in business or public administration urban planning real estate or a closely related field.

Experience
Five (5) years of progressively responsible experience in housing development housing finance and/or rehabilitation program management work including three (3) years at the supervisory level.Experience in federally-funded programs is desirable.

This is an at-will position exempt from the provisions of the City of Oakland Civil Service Rules per Charter Section 902.
