DEQ has an open opportunity for a Mitigation Specialist.
This position is located at: Green Square Complex-217 West Jones Street Raleigh NC 27603

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.


Description of Work:

This position will support the Science and Analysis (S&A) group in its mission to improve the science of stream wetland and buffer restoration. The division goals for mitigation projects include but are not limited to three basic functions: Water quality habitat and hydrology. The primary purpose of this position is to work with S&A and DMS management in the continued development of data-driven methods to support functional uplift. As part of a state-wide effort to improve flood resilience this position will participate in all phases of developing programmatic solutions and information related to stream wetland and buffer mitigation and their potential for contributing to resilience. This position assists the S&A manager and staff in research and analysis of mitigation/restoration projects. This position is responsible for assisting in the production and dissemination of data and documents as needed. The position provides technical support for project selection project tracking data collection and interpretation. This position also coordinates meetings develops and documents program plans procedures and reports. The position requires working effectively with all levels of state federal and private industry management.

Key Responsibilities:

  • Research and Analysis- This position tracks summarizes distributes and applies the latest external research related to functional uplift and project selection development and implementation. It also works with the S&A supervisor to develop research monitoring and analysis to increase the states understanding of the effectiveness of different traditional compensatory mitigation in flood resilience in various watersheds conditions project combinations and densities.
  • Program Administration Support Prepare minutes from meetings and disseminate to relevant parties. Prepare and review documents for website publishing. Develop and document program procedures including basin-wide planning collaboration project selection and monitoring processes request for proposals (RFP) development and implementation and implementing and tracking the S&A strategic plan. For incorporating flood resilience.
  • Assist with the development of a system to track projects and program goals. Assist staff with current and future mitigation project management as needed.
  • Provide technical support to DMS staff for water quality monitoring site visits document review and data interpretation.

Division of Mitigation Services:
The N.C. Division of Mitigation Services (DMS) mission is to provide cost-effective mitigation alternatives that improve the states water resources. This NCDEQ division is responsible for providing compensatory mitigation statewide for streams and wetlands that are impacted by development and transportation projects as well as for riparian buffers and nutrient loading in some areas of the state. The program must provide all planning implementation and disposition associated with restoration enhancement creation and preservation project sites in 54 cataloging units (in 17 river basins) in the state. The DMS manages the development of comprehensive mitigation projects worth $40-80 million annually. The products produced by this program facilitate approximately $2 to 3 billion in statewide infrastructure improvements annually. Failure to provide mitigation can impact water quality habitat and other important watershed functions. The DMS influences North Carolinas economic growth environmental protection and quality of life.

Minimum Education and Experience Requirements

Bachelors degree in one of the agricultural biological engineering environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
