Description of Job

About the Work Unit

Transportation agencies are currently in the midst of a once in a century opportunity to bring about transformational technological change to our aging transportation system and revolutionize it for the twenty-first century. CDOT is committed to preparing and enabling that change as it promotes the safety and efficiency of our roadways. Created in 2019 the Office of Innovative Mobility (OIM) at CDOT focuses on increasing multimodal transportation options to help decrease congestion emissions and improve safety on our roadways. The Office focuses in four key transportation areas: electrification mobility services mobility technology and transit and rail. Each key area provides policy and strategic guidance throughout the CDOT and the State of Colorado to improve the safety and efficiency of our roadways by leveraging both traditional and new and emerging technologies.


Within OIM the Division of Transit and Rail (DTR) is responsible for the planning development finance operation and integration of transit and rail services into the statewide transportation system. The Division in coordination with other transit and rail providers plan promote and implement investments in transit and rail services statewide. This position is part of the Bus Operations Team within DTR. This team provides a comprehensive approach to transit operations and service enhancement by planning developing delivering and managing statewide intercity regional and rural bus services with various service providers throughout the state.


About the Position

As the Bus Operations Contract Manager classified as Contract Administrator IV you will manage the various operating contracts that are the backbone of our CDOT-provided Bustang services in the state of Colorado.

Your duties and responsibilitieswill include but are not limited to the following:
  • Manage the success of large complex bus operating and vehicle lease contracts across the entire Bustang system by managing the scope budget and schedule as outlined in the contract.

  • Oversee contracts during the entire life cycle including setting deadlines assigning responsibilities monitoring and summarizing progress and identifying communication needs of the contract to ensure a high-quality delivery of Bustang services.

  • Manage all compliance oversight and project monitoring to keep contracts on task and operating within all applicable State and/or federal standards based on the funding source of the contract and the documented project charter scope schedule timeline and budget.

  • Review and manage all required project documentation using Google Suite applications.

  • Coordinate with contractors to compile and submit all required documentation for any budget scope and period of performance revisions for assigned projects and submit procurement requests for contract modifications.

  • Provide technical support to contractors communicate and record progress with internal and external parties using Google Suite applications and CDOT financial management systems.

  • Closeout completed contracts and work with the OIM Finance & Administration team to close out funds in SAP in a timely manner.

  • Review contract performance and identify areas of improvement to increase the efficiency of invoice submissions by contractors.

  • Lead cross-functional teams and engage CDOT subject matter experts to manage all contract lifecycle activities associated with Bustangs high-visibility projects. Projects may be short or long-term across one or more divisions within CDOT.

  • Create purchase orders shopping carts and assist with vendor sourcing for the Bustang program.

  • Develop amendments option letters and related contract materials to respond to ongoing needs for active contracts.

  • Track manage and forecast costs as well as develop budgets for services being procured.

  • Assist the Service Planning Manager and Bus Operations Manager in providing and monitoring a high level of customer service including the following areas: courteous drivers clean buses on-time performance and rider safety.

  • Assist with regular scheduled meetings with the operating contractors regarding service improvements related to their contract and CDOTs goals for the Bustang program.

  • Schedule and conduct service ride checks and complete ride check reports.

  • Answer customer inquiries including complaints and commendations settle all disputes and ensure the contractor is providing appropriate compensation when necessary.

  • Other job duties as assigned.


Work Environment:

  • Primarily 8:00 am 5:00 pm work hours Monday-Friday with the opportunity for flexible work hours.
  • After a training period you will likely work a hybrid schedule with a combination of in-office and remote work.
  • Travel to locations where Bustang operates for inspection of the contractors maintenance facility bus inspections and occasional bus rides and road safety checks.
  • Required to operate CDOT vehicles.

Experience Only:

  • At least 7 years of full-time professional work experience in public administration business administration accounting finance law transportation planning transit administration or other work related to the major duties of this position which included 3years of experience with a primary focus on any of the following:
    • Contract administration including monitoring contract performance
    • Project management (developing scope schedule budget and evaluating/monitoring performance)
    • Managing transit operations including service planning ensuring customer service and providing public relations

OR

Education and Experience:

  • A combination of relevant education and experience equal to at least 7 years.
    • Education from an accredited college or university with coursework in public administration business administration accounting finance law transportation planning or another field of study related to the duties of this position will be considered.
    • Full-time professional work experience with a primary focus on any of the following will be considered:
      • Contract administration including monitoring contract performance
      • Project management (developing scope schedule budget and evaluating/monitoring performance)
      • Managing transit operations including service planning ensuring customer service and providing public relations
