Reporting to the Director of Clinical Transformation within the Primary and Community Based Care (PCBC) portfolio the Senior Business Lead - Quality Evaluation & Virtual Care plays a pivotal role in advancing Ontario Healths virtual care and Remote Care Management (RCM) programs. The role focuses on the ongoing development and implementation of a quality framework and translating insights from data and evaluation into actionable strategies that improve patient and provider experience across Ontarios health system.
As a senior contributor the Senior Business Lead provides expertise in program evaluation health system analytics and quality improvement working collaboratively with colleagues across Ontario Health and with diverse external partners. The Senior Business Lead is expected to foster strong positive and trust-based relationships across the health system contributing to a culture of collaboration and continuous improvement.
Here is what you will be doing:
Quality Analytics and Evaluation
Lead the design and implementation of evaluation frameworks and quality measurement tools to assess the impact of provincial virtual and remote care programs.
Conduct advanced analyses of health system performance data identifying gaps opportunities and outcomes.
Translate findings into actionable recommendations for Ontario Health leadership regional teams and health system partners.
Support benefits evaluation models focused on access quality equity and integration.
Partner with evaluation vendors and academic partners to ensure effective contracts deliverables and reporting.
Program Development and Implementation
Support the scale and spread of value-based virtual care and RCM by aligning evaluation and quality activities with provincial strategies and Ministry priorities.
Collaborate with internal and external partners to design monitor and adapt initiatives that address system gaps and patient needs.
Promote knowledge translation through case studies business cases dissemination of lessons learned and stakeholder engagement activities.
Contribute subject matter expertise in continuous improvement and change management to advance program adoption and sustainability.
Stakeholder Engagement and Relationship Building
Build and maintain strong trust-based working relationships with diverse stakeholders including Ontario Health Regions OHTs clinicians researchers vendors and Ministry partners.
Lead consultations and engagements to identify barriers gather input and co-develop solutions that improve system outcomes.
Model exceptional interpersonal and communication skills to strengthen collaboration and repair/maintain positive partnerships across the system.
Represent Ontario Health in provincial working groups committees and strategic discussions related to quality analytics and evaluation of virtual care.
Strategic and Advisory Functions
Provide evidence-based advice and recommendations to Ontario Health leadership on complex issues requiring analytics evaluation and system transformation expertise.
Contribute to strategic and business planning by aligning evaluation and quality activities with Ontario Healths Annual Business Plan and Health Data and Digital Strategy.
Monitor performance against key metrics and prepare reports presentations and executive briefings.
Here is what you will need to be successful:
Education and Experience
Masters degree in Health Administration Business Administration Health Informatics Public Policy Informatics or other healthcare-related graduate degree preferred (or equivalent experience).
10 years experience in healthcare public sector or consulting environments with demonstrated expertise in quality improvement analytics and program evaluation.
Experience with digital/virtual care program implementation evaluation or administration strongly preferred.
Demonstrated track record of managing large complex initiatives involving multiple stakeholders.
Experience in Lean Six Sigma continuous improvement or similar quality methodologies considered an asset.
Experience in overseeing large complex projects involving the delivery of health care and technology.
Knowledge and Skills
Strong business acumen and ability to use data and evidence to drive system improvement.
Exceptional interpersonal communication and relationship management skills with a proven ability to rebuild and foster trust with diverse partners.
Proven expertise in quality improvement program evaluation and data analytics.
Strong understanding of Ontarios health system (primary acute community and digital care) is an asset but a clinical designation is not required.
Excellent facilitation negotiation and consensus-building skills.
Advanced organizational problem-solving and project management abilities.
Ability to work independently take initiative and drive results across multiple concurrent projects.
Vendor and contract management experience considered an asset.
Excellent problem-solving skills organizational project management decision making and analytical skills.
