Job Description

Job Overview:

PHMC a non-profit public health institute serves as the intermediary entity for the City of Philadelphia Department of Human Services Out of School Time Project (DHS OST). In this role PHMC manages a citywide contract with approximately 130 programs and provides contract oversight data management and fiscal oversight.

The DHS OST project supports approximately 15000 youth in grades K-12 through after school and summer programs throughout the city of Philadelphia. The project aims to provide quality Out of School Time programming to improve life skills increase academic engagement and prepare youth for higher education and employment.

The OST Coach oversees the activities of a caseload of City-funded K-8th or High School OST programs. They perform monitoring and deliver coaching to maintain quality programming for a caseload of OST providers. The Coach performs on-site observations of program operations and delivers necessary supports to maintain the quality standards of OST program activities. This position reports to the OST Coach Manager. This position requires office and field-based activities.

Program Information:

  • Establish and maintain an effective coaching relationship with the assigned caseload of City-funded OST programs ensuring consistent communication and use of data to advance both OCF and Provider objectives.
  • Deliver supports and direct resources to maintain the quality and compliance of OST-funded programming.
  • K-8th programming focuses on literacy delivered through Creative and Performing Arts Athletics/Health and STEM as well as embedded career awareness and exposure strategies.
  • High School programming focuses on career preparation integrated into hands-on and interactive structured activities that foster a deeper understanding of career pathways career and college options and the development of personalized post-secondary plans.

Responsibilities:

  • Establish and maintain an effective coaching relationship with the assigned caseload of City-funded OST programs ensuring consistent communication and use of data to advance both OCF and Provider objectives.
  • Deliver supports and direct resources to maintain the quality and compliance of OST-funded programming.
  • Conduct site visits for assigned caseload of OST programs at a frequency of at least 3 days per week and submit site visit reports within one week of each visit.
  • Ensure Provider adherence to data collection protocols and assess programs for quality capacity and adherence to OST operational standards.
  • Support the development implementation and monitoring of quality improvement plans.
  • Assess program needs and provide targeted resources and professional development to respond to those needs.
  • Collaborate with the performance management team to pilot and model tools including but not limited to Making Meaning of Multiple Dataset events (M3s) and the National Institute for Out of School Times After School Program Assessment System.
  • Conduct and document program observations.
  • Identify trends in the assigned caseload and collaborate with Coaches to disseminate effective strategies.
  • Be the main point of contact for all assigned program staff contracted agency leaders and school principals.
  • Collaborate with the coaching team to develop and deliver resources to providers (onsite workshops learning communities roundtables etc.).
  • Support the OST Contracts team with the annual continuation application or competitive proposal process.
  • Typical duties will occur Monday-Friday between 9am and 5pm however occasional weekend and evening activities may be required.
  • Perform other OST-related duties or special projects as directed by supervisor.

Skills:

  • Knowledge of principles practices research and current developments in the field of youth development.
  • Understanding of regulations applicable to the delivery of social services to children and youth.
  • Ability to evaluate the effectiveness of program operations and guide ongoing improvements.
  • Willingness to adapt to changing work demands.
  • Ability to relate to diverse program environments and people of diverse cultures.
  • Ability to work collaboratively with team members providers and stakeholders.
  • Excellent oral and written communication skills.
  • Strong analytical and organizational skills ability to multi-task and work independently.
  • Working knowledge of best practices in nonprofit management.
  • Strong interpersonal skills.
  • Excellent judgment.
  • Technologically proficient specifically in Microsoft Word PowerPoint and Outlook.

Experiences:

  • Minimum of 3 years of experience in education programs for elementary school-aged youth teens or opportunity youth required.
  • Experience working with coaching capacity building training mentoring and data-informed
    performance management.

Education:

  • Bachelors degree in education social services public administration public health or related field; or 3 years of experience in education social services or programming for youth teens or opportunity youth required.
