Position Overview:
The Housing Specialist plays a critical role in administering the Housing Choice Voucher (HCV) Program ensuring compliance with federal regulations state laws and agency policies. The position provides direct service to applicants participants and landlords by managing eligibility determinations income verifications rent calculations inspection coordination voucher issuance and case management activities.
The Housing Specialist serves as the primary point of contact for clients and landlords balancing program integrity with excellent customer service. The role requires strong attention to detail an ability to manage multiple deadlines and a commitment to advancing safe affordable housing opportunities in the Elgin community.
Essential Duties & Responsibilities
Voucher Administration
- Conduct intake interviews with new applicants and explain program requirements.
- Issue vouchers to eligible families and monitor lease-up progress.
- Review and process Requests for Tenancy Approval (RFTA) and coordinate Housing Quality Standards (HQS) inspections.
- Ensure timely execution of Housing Assistance Payment (HAP) contracts.
- Track voucher expirations extensions and reissuances.
Eligibility & Recertification
- Conduct annual and interim recertifications for program participants.
- Verify income assets household composition and deductions using third-party sources.
- Run and analyze Enterprise Income Verification (EIV) and other HUD reports.
- Prepare submit and correct HUD Form 50058 in a timely manner.
- Issue rent adjustment notices and process changes to household status.
- Determine continued eligibility and recommend termination of assistance when warranted.
Landlord & Participant Relations
- Communicate clearly and professionally with landlords and participants regarding rent portions lease requirements and program rules.
- Resolve disputes between landlords and tenants within program guidelines.
- Process rent increase requests and ensure compliance with rent reasonableness standards.
- Support landlord outreach and recruitment efforts to expand affordable housing opportunities.
- Educate tenants and landlords on program responsibilities rights and expectations.
Compliance & Reporting
- Ensure all casework complies with HUD regulations SEMAP performance standards and agency policies.
- Accurately maintain case files electronic records and logs for audits and quality control.
- Generate reports as required by HUD agency leadership and funding partners.
- Participate in internal quality control reviews and contribute to process improvements.
Portability & Special Programs
- Process incoming and outgoing portability cases coordinating with other housing authorities.
- Manage special-purpose vouchers as assigned.
- Administer project-based vouchers in accordance with applicable agreements.
Customer Service & Community Engagement
- Respond promptly and professionally to phone calls emails and in-person inquiries.
- Assist clients in understanding program requirements housing search strategies and lease-up processes.
- Refer clients to supportive services and community resources when appropriate.
- Uphold principles of diversity equity and inclusion in all interactions.
Education & Experience
- High school diploma or equivalent required
- Minimum of two (2) years of experience in case management housing assistance or a related program.
- Knowledge of HUD housing programs especially Housing Choice Voucher regulations preferred.
- Strong computer skills (Microsoft Office Suite; housing software such as Yardi).
