The BHAs vision for Colorado is to create a world where behavioral health services are accessible meaningful and trusted. Access to a continuum of behavioral health services is needed in Colorado regardless of the severity of need ability to pay age race functional ability linguistics geographic location gender identity and sexual orientation.
One of the major drivers for the creation of the BHA was the fragmentation of data collection systems processes and sources of truth across the states behavioral health landscape. The BHA has a multi-year strategy for rapidly growing and evolving a modern behavioral health technology ecosystem in Colorado that provides people-first behavioral health services. The plan includes building personnel expertise building infrastructure and partnering with other state agencies to advance the BHAs ability to obtain the right data combine and analyze data across payers and across agencies and improve the states ability to make data-driven decisions for behavioral health.
This Infrastructure Product Manager (IPM) is dedicated to the data strategy and interoperability domain. They work in a cross-functional team with subject matter experts as well as experts in user research technical architecture software engineering and procurement. This product role supports the growth of the foundational architecture layer supporting the BHA product portfolio. This product role supports the implementation of BHAs product strategy and roadmap including working to manage product requests implement data-driven changes and routinely audit the technology for required enhancements. This role works with the vendor and State development teams to manage and prioritize these changes. This role works with the Data Science Analytics and Evaluation Unit to meet the needs of the data requirements facilitated by the technology. The IPM supports the lifecycle of technology development management and communication.
Duties:Document the product development processes manage technical documentation and track on OIT processes including setting measuring and communicating KPIs
The IPM is responsible for documenting changes to the technology or associated processes and keeping it current. Additionally the IPM tracks on any OIT security or technology to ensure needs are met to move into deployment.
Experience Only:
Six (6) years of relevant experience in anoccupation related to the work assigned: Technology/IT Product Management Data Management/Analytics Behavioral Health Data Systems and/or the Government/Public Sector.
OR
Education and Experience:A combination of related education in Information Technology and/or relevant experience in an occupation related to the work assigned:Technology/IT Product Management Data Management/Analytics Behavioral Health Data Systems and/or Government/Public Sector.
Experience in Product Management: Demonstrated experience leading day-to-day product management activities including developing and executing product strategies managing enhancements (ticket creation prioritization communication) and establishing Agile practices.
Data Warehouse and Technology Systems Expertise: Strong understanding and experience with data warehouse products and other relevant technology systems.
Behavioral Health Data Systems Knowledge: Familiarity with core behavioral health data systems or similar data environments within healthcare or social services.
Stakeholder Communication and Collaboration: Proven ability to communicate and collaborate effectively with diverse stakeholders (internal and external technical and non-technical audiences vendors executive leadership state agencies) to build consensus manage expectations and ensure long-term success.
Legislative and Regulatory Acumen: Understanding of legislative requirements and deadlines especially those relevant to state government or public sector data systems.
Agile and User-Centered Methodologies: Experience with and ability to advocate for Agile and user-centered methodologies in product development.
Technical Documentation and KPI Management: Experience in documenting product development processes managing technical documentation and setting measuring and communicating Key Performance Indicators (KPIs).
Problem-Solving and Risk Management: Demonstrated ability to identify and resolve complex problems analyze risks and escalate issues appropriately to unblock delivery of technology improvements.
Data Integrity and System Interoperability: Experience ensuring data system integrity architecting data mapping interoperability conversions and crosswalks and quickly resolving system or data problems.
Coding and Version Control: Familiarity with establishing and maintaining version control for scripting and code bases (e.g. Python SQL).
Team Collaboration and Culture Building: Ability to help build a cohesive team culture of alignment trust empowerment and collective investment in product success.
Experience with OIT processes (if specific to Colorado): Understanding of state-specific IT security and technology requirements for deployment.
