The Department of Economic Security Division of Developmental Disabilities are seeking an experienced and highly motivated individual to join our team as a Human Resources Operations Analyst. Under the direction of the manager the Human Resources Operations Analyst performs work of considerable difficulty dealing with complex sensitive and highly confidential personnel related actions of all aspects of employee personnel classification staffing and recruitment and employee relations actions to ensure compliance with DES policies and federal and state regulations while providing instruction guidance and excellent customer service to employees managers and human resource professionals.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.
Essential Duties and Responsibilities include but are not limited to:
Serves as the Analyst for all personnel and classification work within the division. Provides technical analysis and review guidance and training to other professionals within the division. Conducts quality assurance reviews for all personnel and classification actions submitted; reviews salary calculations and verifies accuracy and completion of paperwork. Develops reports and presents findings and data.
Processes all personnel actions into AZ360 within established deadlines and follows up on outstanding items requiring action by Human Resources Administration; Maintains confidential records/documentation related to all personnel actions; maintains all of the Divisions employee personnel files both active and inactive. Conduct New Employee Orientation (NEO) paperwork for the divisions new hires.
Meets/consults with Division staff and management to obtain information for purpose of writing PDs; determines required knowledge skills and abilities; reviews positions within Division/Department with similar job responsibilities for purpose of maintaining consistency within Division; drafts PD; finalizes accordingly; prepares required paperwork to establish new FTEs in a timely manner. Reviews existing PDs to determine the need for updating.
Maintains division performance management system with proxy authority; reviews reports relating to appraisal completion for the division; contacts liaisons and managers regarding appraisal completion; assists supervisors and managers with appraisal related issues including deleting updating evaluation dates reverting or pushing evaluations in the appraisal system.
Runs a daily Fingerprint Clearance Card report checking for suspensions denials and revoked cards. Creates monthly reports from division tracking system such as Years of Service and Fingerprint Clearance expiration. Monthly tracks provider and employee required system background check such as List of Excluded Individuals/Entities (LEIE) and System Award Management (SAM).
Knowledge in:
Federal and State laws rules regulations policies and procedures related to work assignment.
Current principles practices and methods used in the administration of a Human Resources program to include: Operations.
Google Mail and Google Workspace AZ360 Performance Management software and various software to monitor and track human resources actions.
Arizona Department of Administration salary structure and classification/compensation guidelines.
Skilled in:
Communicating effectively through oral and written mediums.
Preparing written reports and customer service principles.
Reviewing personnel actions for accuracy and completion.
Time management.
Identifying and analyzing operational problems and determining effective solutions.
Ability to:
Process personnel actions timely and appropriately into AZ360.
Establish priorities and complete actions timely and correctly.
Make independent decisions.
Monitor track and follow up on action items.
Work in fast-paced environment.
Interact with a wide variety of entities including DES Payroll and DES Human Resources Administration.
Interprets and explains policies and procedures.
Maintain confidentiality.
The ideal candidate for this position will have:
Bachelors Degree in Human Resources or closely related field and two (2) years experience as a Human Resources Analyst or equivalent experience or total of four (4) years of verified Human Resources/Personnel experience.
Relevant HR Certification.
If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
