Job Duties:

The Senior Information Officer (SIO) provides strategic leadership and operational oversight for all information technology functions at UWSuperior and represents the campus at the University of Wisconsin System level. The SIO leads a collaborative leadership team of Information Technology (IT) directors and managers that are responsible for key areas including infrastructure and security application development information security portfolio management technology purchasing and user support.

Working in partnership with these directors and managers the SIO ensures that IT strategies resources and services align with and advance the Universitys mission and goals. The SIO fosters innovation drives institutional technology initiatives safeguards the Universitys data and systems and manages budgets. This position works directly with campus constituents to evaluate needs and determine appropriate solutions. This role blends high-level strategic vision with select hands-on contributions in the successful candidates areas of expertise.

Key Job Responsibilities:

  • Performs manager functions and typicallymanages through subordinate managers
  • Advises institutional or divisional leadership on information technology operations and business models
  • Determines long-term institutional information needs and develops overall strategy for information needs and approach to integration ability including systems development and hardware acquisition

  • Exercises supervisory authority including hiring transferring suspending promoting managing conduct and performance discharging assigning rewarding disciplining and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees
  • Develops operating policies and procedures to comply with regulations institutional policies andobjectives
  • Develops anddirectsstrategic information technology planning initiatives and establishesobjectives to ensure appropriate use of financial administrative staffing resources and alignment with the strategic plan
  • Serves as a leader to assure integrity of organization data proprietary information and related intellectual property through information security and access management

Administrative Operations

  • Exercise supervisory authority including hiring mentoring managing conduct and evaluating staff performance.
  • Provide support and direction to staff in accomplishing service goals and completion of projects.
  • Lead and influence organizational change and innovation with new approaches to technology.
  • Develop and direct technology related strategic planning initiatives and provide solutions to support the campus overall strategic plan. Regularly communicates with department managers and University leadership to ensure resources are utilized to meet strategic goals and objectives. DevelopsIT strategic plans and ensures alignment with the Universitys mission and strategic plan.
  • Lead analysis of the universitys current and future IT environment to detect critical deficiencies and recommend solutions for improvement to support academic and business priorities and opportunities.
  • Determine long-term institutional information needs and develop an overall strategy for information needs and approach to integration ability including systems development and hardware acquisition.
  • Develops operating policies and procedures to comply with regulations institutional policies andobjectives.
  • Serves as theliaisonrepresenting the interestsof the University to internal and external stakeholders.
  • Advises institutional and divisional leadership on information technology operations and business models.
  • Draft policies procedures and standards that support the campus IT infrastructure.
  • Keep current on technology trends affecting higher education and emerging technology risks/threats.
  • Responsible for data privacy/protection and compliance with applicable federal and state regulations.
  • Communicate with campus constituencies regarding technology related issues.
  • Oversee and manage Technology Services departmental budgets.
  • Attend UW System meetings representing UW-Superior.

Project Management

  • Responsible for securing and managing a project management solution for the University.
  • Delegate projects as appropriate.
  • Oversee the development of project task plans estimates and schedules with Technology Services staff.
  • Assist in the design and development of computing and network service decisions and the adoption of new systems and services.

User Support Operations

Technology Help Desk

  • Supervise mentor and support the IT Director II position to provide budget to ensure the scheduling of all staff and student employees to the Help Desk. Support cross-training efforts identification of problems provide direction answers and resolution to a wide range of information and instructional technology problems and questions dealing with software hardware and connectivity.
  • Ensure all IT requests for assistance are ticketed and tracked maintain customer information on problems and resolution in the Help Desk issue tracking system.
  • Document problems and solutions and collaborate with relevant campus units for additional support to help prevent similar problems from occurring in the future.

Outreach and Training

  • Supervise mentor and support the IT Portfolio Manager to support the use of application software or technology equipment by faculty staff and students; assists users in learning and using software applications or equipment.
  • Supports ongoing and new communications and training strategies in providing technology training to campus technology users.
  • Investigate emerging technologies and make recommendations in support of teaching and learning initiatives. Supports ongoing and new communications and strategies.

Maintenance and Management of Solutions

  • Supervise mentor and support the Technology Leadership Team to analyze problems research and provide solutions to new information and instructional technology needs; work with users to identify needs; research and communicate recommended solutions.
  • Communicate regularly with other Technology Services staff to exchange business intelligence and ensure a coherent consistent approach to customer support.
  • Lead the utilization of tools such as process automation and AI to enhance University operations and business practices/processes.
  • Support application development and the Student Information System (SIS).

Network Operations

System Integrity and Security

  • Supervise mentor and support the Director of Infrastructure and Security and the Director of Information Security to ensure the security of the campus network and information systems. This includes ensuring the confidentiality integrity and availability of institutional data and proprietary information including personally identifiable information (PII) and protecting against anticipated threats or hazards to the security of systems and information as well as protecting against unauthorized access to systems and information that could result in substantial harm or loss.
  • Participate in the Technology Information Security Council to assist in the development of system wide security solutions policies and procedures; respond to and document on campus security incidents; maintain compliance with UW System information security polices; develop campus information security policies and procedures.
  • Responsible for the overall operation of the campus telephone and data network along with server infrastructure and security.
  • Provide short-term and long-term strategic planning for network services; develop rotation/replacement plan for campus hardware and software; provide planning and management of network bandwidth to ensure optimal performance for the computing needs of the campus and ongoing research projects.

Application Development

  • Collaborate with the Director of Application Development to standardize development framework for custom applications.
  • Ensure secure coding and practical naming conventions are established.
  • Participate in discussions to improve best practices and workflows.
  • Ensure custom applications are secure and maintained to meet UW System security policies.
  • Participate in discussions to standardize programming languages and platforms.
  • Participate in PeopleSoft Software as a Service (PSaaS) vendor demonstrations and selection based on requirements and recommend affordable solutions.
  • Ensure automation aligns with University goals and initiatives.

Professional Development and University Service

  • Participate in activities such as workshops conferences classes and self-instruction to stay on top of the latest developments and technical advances in the industry.
  • Serve on University committees as applicable.
  • Maintain knowledge of campus technology strategies and standards through active participation in campus user groups and committees.

Miscellaneous

  • Provide backup to members of the Technology Operations team.
  • Maintain relationships with Technology Services vendors.

Other Duties:

Knowledge Skills and Abilities:

  • Knowledge of Microsoft Windows MacOS and mobile operating systems like iOS and Android.

  • Knowledge of artificial intelligence (AI) and its role in higher education.
  • Ability to analyze the advantages of new technologies and select the most appropriate and economical technology to satisfy business needs and service goals.

Required Qualifications:

Compensation & Benefits: Salary range for this position is: $110600 - $120000 annually.
