Job Description

Primary Purpose

To work with the CARE Connections CCR&R program to establish supportive relationships with Early Educators as a principal provider of technical assistance quality support and training. To Facilitate a Focused Child Care Network a cohort of no more than fifteen (15) childcare practitioners who meet frequently and regularly in small or large groups to discuss best practices as defined and as directed by Department of Early Learning and Care; access and share resources; receive training; and encourage progress as they work toward increasing the quality of their Early Learning Programs. To support regional growth of Spark Quality Rating Improvement System and other quality initiatives of the Department of Early Learning and Care.

To work with all local and state contacts in a personal and professional manner to meet all contractual program requirements. To demonstrate good communication skills and the ability to get along with a diverse group of people. To demonstrate commitment to continued professional development. Evening and weekends required as scheduled. Travel in and out of district required.

This position is open until 11:59 pm on August 28th 2025.

This position is only open to internal applicants (currently employed Classified employees).

Internal candidates are interviewed and considered prior to any external candidates in accordance with the current Classified Collective Bargaining Agreement.

Description of Essential Functions

Focused Child Care Network Support (50% of time)

  1. Help recruit for and develop a Focused Child Care Network and co-create and support Early Learning Program and individual Early Educator TA and CQI plans with mutually agreed upon goals.
  2. Provide monthly network meetings and one-on-ones to support network participants in meeting their goals individual goals.
  3. Ensure that each month at least one training will be offered based upon the goals of the Participants in the FCCN and with intentional implementation follow up. Utilize Essential Fellowship training and tools as appropriate and provide support for sustaining Essential Fellowship practices.
  4. Attend DELC Communities of Practice and other professional supports as required.
Child Care Resource Program Support (25% of time)
  1. Develop and maintain professional relationships with all partners of the CCR&R system.
  2. Consistently use excellent interpersonal skills and flexibility in working with Early Childhood Educators including child care providers and certified center staff children parents college students partners and SWOCC staff to promote positive relationships.
  3. Meet regularly and coordinate with other staff members to ensure program continuity.
  4. Document all calls referrals and follow ups as required by contract.
  5. Complete appropriate data entry forms and reports that may include quarterly reports attendance reports accident/incident reports and/or suspected child abuse reports.
  6. Maintain and promote ethical responsibility by following the NAEYC Code of Ethical Conduct.
  7. Ensure that local data is current by completing provider updates.
  8. Produce newsletters and training calendars as required.
  9. Attend staff meetings and liaison meetings with the Early Learning Division.
  10. Provide resource and referral information to those seeking information on Child Care and/or becoming a child care provider.
  11. Actively participate in staff professional development.
Training Support (15% of Time)
  1. Participate in Training of the Trainer as available to develop and maintain skills for offering quality standardized training to Early Educators. Maintain current credentials in training curricula.
  2. Utilize the Oregon Registry Online (ORO) system as the main calendar and tracking tool for trainings and professional development opportunities.
  3. Schedule and/or provide trainings required to assist Early Educators to move forward on their Oregon Registry professional goals.
  4. Assist in planning the annual Retreat by the Lake conference for Early Educators.
  5. Provide community training at annual conference and other opportunities throughout the year as requested.
Spark System Support (10% of Time)
  1. Stay up to date on changes in Spark attend meetings and communities of practice through DELC and serve as Spark expert for Care Connections team.
  2. Educate early educators about Spark Oregons Quality Rating Improvement System and assist them in development and tracking of professional goals and objectives selection of courses and/or trainings to meet goals creating a professional development plan and assisting in the assembly of documents for professional portfolios for reaching a Spark Rating.

REQUIRED QUALIFICATIONS
This position requires meeting one (1) of the following conditions for Education requirements:

  1. Bachelors degree in early childhood education.
  2. Bachelors degree in a related field and coursework in early childhood education.
  3. A step 10 or higher on the Oregon registry.
This positios requires meeting BOTH of the following conditions for Experience requirements:
  1. At least two (2) years of experience in an early childhood or youth development program with specific experience working with the age group or focus area of the position.
  2. Experience supporting the primacy of families their home languages and their cultures and an understanding of how to engage them.

  • Demonstrated knowledge and understanding of issues surrounding systemic inequity systemic racism and the ongoing pursuit of methods to address these both individually and within group process
  • Knowledge of early learning tools including such as Environmental Rating Scale(ERS) and Teaching Pyramid Observation Tool
  • Ability to follow established procedures and work independently to accomplish those procedures.
  • Ability to maintain confidentiality of all participants records.
  • Ability and willingness to manage a flexible work schedule with self-discipline including travel various hours and possible weekends/evenings as well as work days at other college locations.
  • Exhibit a high level of computer literacy sufficient to use software such as email word processing spreadsheets and databases to produce correspondence documents and reports. Ability to use Internet Microsoft Outlook Word and Excel as needed.
  • Must possess the skills and ability to use equipment necessary to carry out job responsibilities (e.g. computer and virtual training software cell/telephone facsimile machine projectors digital cameras and video recorders).
  • Ability to follow established college and department procedures and work independently to accomplish those procedures. Ability to implement general directives and Board policies in the assigned areas of responsibility. Ability to explain established policies and procedures using judgment and diplomacy.
  • Ability to plan organize and carry out activities independently. Strong time management skills to support efficient work production and meet deadlines.

PREFERRED QUALIFICATIONS
Applicants for this position possessing one or more of the following knowledge skills and abilities with receive preferred consideration through the selection process:
  • Bilingual in Spanish.
  • Five (5) years of experience working in child care and education.
  • Knowledge of community childcare programs subsidies community resources and state regulations pertaining to childcare.
  • Experience in a leadership role related to early childhood education.
  • Experience in adult education.
  • Preference will be given to candidates match the cultural and linguistic needs of programs in Coos Curry and Western Douglas Counties regardless of a need for additional training or education. Successful candidates who culturally and linguistically align with the populations represented in our region will be granted time to complete additional educational requirements if hired.

SPECIAL REQUIREMENTS OR LICENSES
  • Able to obtain Oregon Registry Master Trainer Certification
  • Able to obtain Oregon Early Learning Coaching Certificate (when available)
  • Hold or ability to hold an Infant Child CPR/First Aid certification
  • Must be able to pass Oregon Child Care Central Background Registry/finger printing and SWOCC background check.
  • Recognizing and Reporting Child Abuse & Neglect training must be completed within 30 days of hire date
  • Introduction to Child Health and Safety training must be completed within 30 days of hire date
  • Safe Sleep for Oregons Infants must be completed within 30 days of hire date
