About the work unit
The Division of Regional Centers (DRC) is responsible for the planning coordination monitoring and execution of a multi-million dollar federal and state-funded service delivery system for people with intellectual and developmental disabilities policy management regulatory compliance and legislative initiatives.

The Community Services (CS) team is responsible for Admissions Consultations and Transitions into and out of the three Regional Centers across the State of Colorado. This includes (but is not limited to) being the first to review referral information for admissions communicating/coordinating with outside agencies (Case Management Agencies/CMAs Service Agencies hospitals jails etc.) completing relevant consent and other admission/transition forms ensuring services are in place and transitions are thorough and timely. If an individual is accepted for admission to the Regional Centers this position is the liaison between community providers and the regional center. This work unit also helps to develop policies and procedures related to admissions and transitions that support both Intermediate Care Facilities and Home and Community Based Waiver services.

Provide statewide Community Support Team (CST) services. This work unit is responsible for reviewing all referrals for Community Support assigning an appropriate consultation team and coordinating and attending all CST meetings. As the lead on CST cases this unit provides expertise on services and support in the community helps to tap into resources that have not been accessed and can assist community teams when barriers exist.

As part of being a TCA this unit also takes the lead on formal transition services through transition planning with the Interdisciplinary Teams and by joining transition teams when an individual leaves the regional center for community placement. Transition follow-up can last as long as support is needed and the individual has what they need in their new community placement.

This work unit provides Day Program and vocational services at PRC which provides vocational training and habilitation services to approximately 88 individuals. These services are provided in compliance with Local State and Federal standards

Description of Job



Program Management. Provides visionary leadership and guidance for the Day Program department with particular focus on community connections promoting and advancing Pathways to Employment programs. Supervises and coordinates activities of four Community Integration employees and as second level supervisor over nine HCT III staff.

Manages the overall day-to-day operation of Day Programming Services. Areas include the development writing and delivery of individual residential training programs the addressing of individual health and safety standards and the monitoring of environmental issues in accordance with best practice standards State Federal and Agency regulations. Exercises Administrative responsibilities (direct line supervision over staff) in the areas of hiring performance planning performance evaluation and corrective action.
Implements and designs strategies policies and procedures systems guidelines process for Day Program Services and develops monitoring systems to assure compliance of State and Federal regulations pertaining to Day Program Services. Coordinates delivery of Day Program Services with other agency services (residential case management medical therapy) to ensure progress toward person-centered and agency goals. Initiates appropriate changes in the delivery of Day Program Services in response to resident and Agency goals and/or priorities. The Community Engagement and Integration Director will also work in conjunction with other disciplines to determine the appropriate level of staffing assignments as they relate to the needs of each resident.

Exercises administrative responsibilities by direct line supervision over approximately Day Program Staff in the areas of performance planning performance evaluation staff selection from eligible lists staff assignments and progressive discipline. Utilizes a State vehicle or personal vehicle to travel to ensure adequate staffing which may involve providing direct care coverage. Assures adequate resource deployment in the areas of staff assignments budget planning analysis allocation and accountability materials and equipment and monitors daily operation to ensure compliance with directives.

Implements monitoring systems and monitors daily operations of Day Programming to ensure compliance with standards. Assures staff are trained in core competencies of the agency and discipline as well as in the implementation of individual programs.

Observes monitors and ensures direct care staff are following routines implementing Individual Residential Plans and providing for the health and safety of individuals in the residential sites. Responsible for implementing progressive discipline if direct care staff are not adhering to established standards protocols and programs.

Coordinates the delivery of Day Program services with other agency services e.g. case management medical therapy etc. to ensure the individuals well-being. Ensures therapy and behavioral services are implemented and documented. Works with individuals parents and guardians as appropriate.
Guarantees the highest quality of person-centered services and activities that are informed by individualized goals positive behavioral supports and rigorous data-keeping.
Actively pursues initiatives to improve enhance and grow programs for the benefit of participants and the long-term promotion of PRCs image and DRCs mission including the cultivation of productive relationships with all stakeholders.


Budgetary Management. As a member of the agency management team assists in the development of a strategic plan and assists with budget preparation and implementation in accordance with agency policies and procedures as well as state and federal regulations.
Ensures that contractual obligations are met for any existing work contracts with community vendors (vending). Makes monthly and/or quarterly financial reports to Finance as requested. Oversite and reporting of staff expenditures will also be required. Identifies new income possibilities for individuals supported through community involvement (Supported Employment) contractual work and/or resident-produced items. This position is responsible to ensure all residents are paid the appropriate wage according to state and federal rules and submits pay detail sheets weekly in order for residents to get paid.

Appointing Authority Leadership and Mentoring. This position will provide appointing authority leadership and mentoring to all Day Program areas and will mentor staff to their highest potential. Counsels corrects and mediates as needed for staff members. Monitoring recording and evaluating each FTE supervised is also required. Performance plans and evaluations utilizing the PMP evaluation system will be mandatory as will hiring distributing corrective action disciplinary action and terminations as necessary. Attendance to multiple facility meetings including but not limited to: Program Services Management Management Meeting QAPI Budgetary meetings Day Program Meetings TA meetings and Safety meeting and any other meeting that arises in the course of assigned duties.

This position has appointing authority powers by Rule or this position will be delegated appointing authority powers by written delegation. This position performs all functions and responsibilities of an appointing authority as described in the written delegation letter. These functions and responsibilities may include but are not limited to: hiring and evaluating performance; determining the amount and type of any non-base incentive within policies issued by the Director and the departments written plan; defining a job; administering corrective / disciplinary action; determining work hours including meal periods and breaks and safe conditions and tools of employment; identifying positions to be created or abolished; assigning employees to positions; determining work location; and accountability for any other responsibilities in State Personnel Board Rule.

Other Duties as Assigned. Performs other non-specified duties as requested by the Director or other senior leadership.

Experience Only:

Eight (8) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.


Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications. Preferred Qualifications:
  • Experience supervisingover staff to includeoperating in a leadership capacity providing performance evaluations hiring and providing progressive discipline.

  • Bachelors degree in a human services related field
  • Experience working with individuals with intellectual and developmental disabilities (IDD).

  • Experience working with community IDD systems (i.e. CMA PASAs etc)

  • Experience working as part of a leadership team including strategic vision budgetary issues day-to-day operations.
  • Experience in program management.
  • Experience with Day program management.
  • Budgetary experience.
  • Good work history.

  • Relevant years of State service experience
