Fred Hutchinson Cancer Center is an independent nonprofit organization providing adult cancer treatment and groundbreaking research focused on cancer and infectious diseases. Based in Seattle Fred Hutch is the only National Cancer Institute-designated cancer center in Washington.

The Office of Community Outreach & Engagement (OCOE) is an integral component of the Cancer Consortium. It is housed on Fred Hutchs South Lake Union campus with field offices in Sunnyside and Spokane. The mission of the OCOE is to reduce cancer health disparities throughout the cancer care and research continuum by promoting relevant collaborative research and programs. The OCOE uses a qualitative and quantitative data-driven approach to identify our regions greatest needs and strategic research aims to address those needs which are prioritized and implemented in partnership with our regional Community Action Boards and faculty from throughout the Cancer Consortium.

The OCOE also engages in state and federal reporting processes including community benefit reporting to maintain tax-exemption as a charitable hospital. Community benefit refers to the initiatives and activities undertaken to improve health of a broad class of individuals in the community that it serves based on all relevant factors and circumstances.

The OCOE is seeking a Community Benefit Manager who shares our mission to address cancer health disparities by using bidirectional community-engaged approaches in programming and research. The Community Benefit Manager is part of the OCOE team who collaborates closely with staff and programs across Fred Hutch.

Responsibilities

Scope of Responsibilities:

The Community Benefit Manager reports to the Assistant Director of the OCOE and supports Fred Hutchs vision of reducing cancer risk among underserved populations. They will facilitate the development of the community health assessment (CHA) to identify health disparities impacting our communities followed by a community benefit implementation plan (CBIP) to set organizational goals to address the prioritized needs. The individual will collaborate with various stakeholders across the organization to collect data manage reporting and evaluate Fred Hutch community benefit activities.

Essential Duties:

1. Regulatory Requirements Compliance and Reporting (30%)

  • Maintains a working knowledge of applicable federal state and local laws to ensure adherence and compliance with community benefit regulations and guidelines.
  • Collaborates with Finance and Accounting on annual IRS reporting and Schedule H narrative responses.
  • Leads a multidisciplinary team in the development of the CHA.
  • Develops a CBIP to analyze prioritize and address identified health needs.
  • Presents the CHA and CBIP to the Fred Hutch executive leadership team and the Board of Directors for approval.
  • Collaborates with Marketing and Communications to: 1) develop an annual community benefit report 2) publish the CHNA and 3) publish the CBIP.

2. Collaborator Engagement (30%)

  • Educates Fred Hutch staff on community benefit purpose value compliance and reporting process for community benefit activities.
  • Works in partnership with internal faculty and staff to create execute and track CBIP strategies that addresses prioritized health needs.
  • Communicates program implementation evaluation and outcomes to Fred Hutch collaborators including executive leadership team and the Board of Directors.
  • Participates in internal and external collaboratives that tackle health disparities and improve social determinants of health.

3. Data Collection and Evaluation (25%)

  • Manages collection analysis and interpretation of qualitative and quantitative data for CHA report.
  • Manages community benefit data utilizing CBISATM (Community Benefit Inventory for Social Accountability software).
  • Implements a framework for evaluating health outcomes data to report progress and provides evaluation of community health improvement goals.
  • Works with OCOE management team to create internal and external reports highlighting outcomes of community-engaged work addressing cancer health disparities.

4. Infrastructure Management (15%)

  • Supports development of the community benefit budget within the OCOE.
  • Manages and implements the community benefit policy.
  • Manages the implementation of the Community Grants Program including Request for Applications grant review process award notification technical support invoicing and reporting.
  • Develops and updates community benefit internal materials and resources.

5. Other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelors degree in related field required with at least 5 years of post-bachelors relevant experience and training in business public health or public administration.

PREFERRED QUALIFICATIONS:

  • Masters degree in related field with at least 2 years of post-masters relevant experience.
  • Subject matter expertise in health care and health policy.
  • General understanding of cancer surveillance including reporting of cancer incidence mortality and temporal trends in the cancer burden.
  • Excellent written skills.
  • Outstanding interpersonal customer service and verbal communication skills.
  • Strong presentation skills.
  • Ability to manage relationships effectively and build collaborative partnerships with internal and external stakeholders.
  • Demonstrated ability to work independently and balance workflow.
  • Ability to build and develop work processes.
  • Detail oriented.
  • Easily learn new applications and software.

The annual base salary range for this position is from $82846 to $124238 and pay offered will be based on experience and qualifications. This position may be eligible for a sign-on bonus. This role will have the opportunity to work partially at our campus and remotely.
