Introduction

THIS IS A PROMOTIONAL EXAM - YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY

Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by Friday September 5 2025. A regular appointment does not include provisional TAP (Temporary Assignment Pool) or STEP-UP appointments. DESCRIPTION


THE POSITION
Central Identification Bureau (CIB) Biometric Manager is a single position classification in CIB and reports to the CIB Biometric Director. This is a non-sworn mid-level manager in the Management Services Division of the Sheriffs Office. The incumbent in this classification will be responsible for supervising and managing the daily operations of the CIB unit through subordinate supervisors and will also assist the CIB Biometric Director with the programmatic and administrative duties.

Under general direction the CIB Biometric Manager will plan organize supervise and direct the Central Identification Bureau (CIB) programs of the Sheriffs Office; assist management oversight for functions and responsibilities of the CIB Units daily operations; supervise and manage the staff of the Identification Unit identification vendor operations and work with other departments and state agencies related to public safety and law enforcement; and do related work as required.

MINIMUM QUALIFICATIONS













KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Principles and techniques of supervision related to the direction control evaluation and training of subordinates.
  • Principles and practices of fingerprint identification for both manual and automated fingerprint classification identification.
  • Criminal justice and identification computer systems and programs including CORPUS CRIMS Local CAL-ID CA DOJ and FBI.
  • Principles of Accreditation and quality assurance along with goals of the Sheriffs Office.
Ability to:

  • Organize and supervise the work of employees engaged in the identification and classification of both latent and tenprint fingerprints.
  • Explain and comply with laws regulations and policies governing fingerprint identification.
  • Identify and analyze administrative problems and implement corrective changes.
  • Understand program objectives in relation to Sheriffs Office goals develops goals and objectives.
  • Identify prepare and manage CIB budget.
  • Evaluate levels of achievement and performance; make decisions and independent judgments.
  • Communicate effectively both orally and in writing.
  • Maintain accurate records and document actions taken; research procedures and regulations prepare narrative and statistical reports.
  • Secure cooperation and teamwork among staff and maintain confidentiality of information.

Veterans Preference

To claim veterans preference proof must be presented during check in on the date of the applicants scheduled oral interview. Failure to submit proof by this date will forfeit the applicants claim to veterans preference in such examination.
