The License Reservations and Customer Operations work unit executes the limited licensing draws and oversees the issuing and accounting for approximately two million hunting and fishing license sales for Colorado Parks and Wildlife (CPW). This unit is also responsible for the issuing of special wildlife licenses disability licenses and passes the review hearing and execution of license suspension hearings as mandated by Statute and Parks and Wildlife Commission regulations and oversees the statewide campground reservation and pass distribution systems. The CPW Call Center is also housed in this unit handling thousands of emails and customer service phone calls monthly.

Description of Job

This position serves as a mid-level manager over a staff of five (5) professional technical and support positions in charge of camping and hunting reservations disability pass and licensing programs external agent coordination administration of CPWs license reservation and pass system and training and assisting staff with questions pertaining to the system.


The administration/management of these positions includes providing leadership direction and management necessary to plan develop implement and evaluate section programs and activities. This position will co-serve second in command to the License Reservations and Customer Operations (LRCO) Section Manager attending meetings and giving presentations on behalf of the section when necessary.With a specialized focus on the license and reservation system this position will work closely with the third party vendor OIT (Office of Information and Technology) staff CPW Technology Liaisons and other system subject matter experts to ensure proper product set-up testing programming and execution of system enhancements. System contract management and compliance will be the responsibility of this position.

Specific job duties include but are not limited to:


Strategic Planning

Collaborate with LRCO Section Manager branch leadership and other stakeholders in developing program/section strategic short and long-term goals and objectives. Oversees and guides the design implementation and evaluation of operational programs and activities consistent with agency and section goals and objectives. Evaluate and update implementation of programs services and products as necessary.


Ensure financial and staff resources are allocated to meet strategic goals as well as section operational program goals and objectives; develop section budget requests and administer approved budgets.


Section programs include: Administration of CPWs licensing and reservation system and related programs (reservations disability and low-income training agents etc.) conducting all limited license draws CPWs customer call center and Hearings Office.

Attend meetings representing the LRCO Section when LRCO Section Manager is unavailable to collaborate and ensure the section is fulfilling agency needs.

System Authority

Acts as an active participant in all Commission regulatory and State statutory processes that affect the license and reservation system agent or customer sales/reservation flow. With a specialized focus on the system this position will work closely with the third party vendor OIT (Office of Information and Technology) staff CPW Technology Liaisons and other system subject matter experts to ensure proper product set-up testing programming and execution of system build and enhancements. System contract management and compliance will be the responsibility of this position. Facilitate the System Business Team Meetings that take place monthly.

Supervision and Mentorship
Supervise unit activities and staff (5 FTEs); develop implement and evaluate unit goals objectives policies and procedures with staff input; create work assignments for section/unit staff consistent with program goals and objectives; ensure that staff have necessary resources to achieve individual section branch and division goals; evaluate program(s) implementation and performance; conduct periodic employee performance planning and evaluation activities; motivate and coach employees as necessary for individual and section success; administer corrective and disciplinary actions as appropriate; prepare necessary activity reports to document section accomplishments. Serve as the primary backup for those 5 FTE.

Will co-serve second in command to the License Reservations and Customer Operations (LRCO) Section Manager attending meetings and giving presentations on behalf of the section when necessary. Will co-chair the New and Review annual statewide staff training along with the Licensing Deputy and be a back-up facilitator for the weekly Product Planning and Coordination Team meetings.

Minimum Qualifications
Eight (8) years of relevant experience in professional program administration/management; budget development and monitoring; experience establishing goals objectives procedures and staff performance expectations; IT system development administration project management; or occupation related to the work assigned to this position.

OR

A combination of related education in any Science related degree (Natural Resources Wildlife Management Biology Aquatic Biology/Fishery Science/Aquaculture/Fishery Management Ecology Environmental Science Environmental Policy Outdoor Recreation Zoology/Animal Sciences) Engineering Public Administration Communications Law Social Sciences (e.g. sociology psychology human dimensions) Public Engagement/volunteer management Business Program Management/Project Management Computer Science Applied Computing Computer Engineering IT and/or relevant experience in an occupation related to the work assigned equal to Eight (8) years.

Substitutions
  • Additional appropriate education will substitute for the required experience on a year-for-year basis.

Conditions of Employment
  • State of Colorado residency is required at the time of application.
  • Must possess and maintain a valid state of Colorado drivers license if operating a State vehicle.
  • On Call 1-2 times per year for holiday coverage
  • Periodic travel as needed. Approx. 1-2 times per month.
  • Pursuant to the DNR-120 Fleet and Driving Standards Administrative Directive any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle. To be compliant with the new fleet vehicle policy Motor Vehicle Records (MVRs) will be pulled for review for workers who:
    • Have an assigned State fleet vehicle
    • Are required to operate a vehicle as part of the position
    • Utilize a State fleet vehicle as a pool vehicle
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify their application from the current position.
