Description

Since 2015 NRC Nigeria has been working to help displacement-affected communities meet their basic needs improve their livelihoods access essential services and enhance their resilience to future shocks through our six core competencies: Water Sanitation and Hygiene (WASH) Shelter Education Information Counselling and Legal Assistance (ICLA) Livelihoods and Food Security (LFS) Camp Management and Protection. NRC provides immediate assistance during the onset of emergencies through the Rapid Response Mechanism (RRM). In 2021 NRC reached out to over 269000 people with assistance.

The crisis in Nigeria is marked by brutal violence against civilians causing acute humanitarian needs and the northeast the 13-year conflict has shattered lives infrastructure essential services and social fabric.

Two million people are internally displaced across Borno Adamawa and Yobe states. Approximately half of these live within local communities increasing pressure on scarce resources. Access to food is limited particularly in Borno State where most families are already facing crisis-levels of food insecurity. Civilians including aid workers continue to be the target of deadly attacks by non-state armed groups and transport corridors are persistently insecure.

In the northwest and north-central regions violence and displacement are rooted in disputes over land and resources which have been worsened by climate change. Criminality is on the opportunities are scarce and children face an uncertain future unable to access quality education. Many families have lost their identity papers while fleeing or never obtained them which hinders their access to essential services.

If you are those people the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Wash Coordinator (Construction) Northeast Nigeria Maidugurito join our Wash coordinator (Construction) will coordinate the construction activities in the field. She/he shall ensure the preparation of construction work plans alignments of technical designs BoQs spot checks and supervision of the construction works and provide technical support for integrated activities. He/she will also work closely with Wash officer Shelter FSL and Education project Officers in the field to ensure timely delivery of construction activities and will assist the infrastructure managers in the overall planning and design of (future) projects.



Responsibilities

Generic responsibilities

  • Coordinate WASH program in Mubi along with WASH PM: activities budgets project documentation in line with proposals strategies and donor requirements.
  • Provide progress reports/donor reports and accurate completion reports as required.
  • Supervise and monitor contractor works works carried out by Daily/Incentive labor and/or repairs including correct usage specifications of materials and general quality of the works
  • Trains and supports team members service providers and local and technical partners.
  • In collaboration its supervisor actively participates in the recruitment process of team members e.g. enumerators.
  • Develops the necessary tools for the WASH program according to the supervisors instructions (drawing specifications technical specifications service contract supply and use of construction materials etc.).
  • Participate in the implementation of the monitoring plan of activities delegated by the supervisor
  • Ensures the archiving of all project documents.
  • Collaborate with relevant local authorities and local partners Ministry of Water RUWASSA etc attend sectoral working groups and link with key stakeholders.

Specific responsibilities

  • Contribute to the development of assessment forms monitoring tools and technical designs (e.g. BoQs designs etc.) in collaboration with M&E and WASH Manager.
  • Identify dilapidated school buildings latrines and water facilities and conduct technical assessments.
  • Contribute to creating context-appropriate designs for school latrines and water systems adhering to SPHERE/cluster standards
  • Integrate community approaches gender and disability sensitivity Do No Harm/protection mainstreaming environmental sensitivity and capacity building into all activities as appropriate.
  • Support inputs for GORS data
  • Supervision of local implementation partners
  • Preparation of BoQs construction designs supervise construction/rehabilitation of water schemes and WASH infrastructure and preparation of completion certificates.
  • Supervise Community projects & hygiene promotion activities
  • Scale up and diversify WASH operational capacity with support from WASH PM e.g. Integrated Programming Regenerative Design
  • Support inclusion of market-based approaches in WASH where appropriate
  • Mainstream Protection in WASH projects in line with NRCs Safe & Inclusive Programming


Qualifications

Generic Professional Competencies:

  • Technical background in WASH university degree level in relevant discipline essential
  • Minimum 3 years WASH experience in a humanitarian/ early recovery context
  • Experience working in complex and volatile contexts
  • Previous experience working in Mubi or Adamawa State is an added advantage.
  • Technical WASH expertise (rural experience preferred) including experience with the construction of water surface systems
  • Very good working English (both written and verbal); fluency in the Local Language.

Context/ Specific Skills Knowledge and Experience:

  • Proven knowledge in construction works borehole construction/rehabilitation irrigation infrastructure water points and latrine construction/rehabilitation.
  • Proven knowledge in soft WASH components including community sensitization construction works
  • Project design skills.
  • Good capacity for planning and monitoring of activities
  • Have good knowledge/experience in conducting qualitative/quantitative assessments and in responding adequately to identified gaps
  • Ability to work in a team and in a heterogeneous environment.
  • Have a good knowledge of the local cultures and languages of the areas of intervention
  • Have a good command of computers (Windows Word Excel PowerPoint CAD software);
