Are you seeking a meaningful rewarding and challenging career If so continue reading to learn more about this exciting opportunity with the Governors Crime Commission Division. This position is located in Raleigh NC.

This position will work as the primary planner and manager for NCs Byrne State Crisis Intervention Programs (SCIP) federal grant funding and assist with other GCC funding sources as assigned. GCC receives federal formula funds each year to subaward for SCIP programs throughout the State. SCIP funds support subawards for the implementation of state crisis intervention court proceedings and related programs or initiatives including but not limited to(i) mental health courts; (ii) drug courts; (iii) veterans courts; and (iv) extreme risk protection order programs including initiatives that identify risk and intervene before harm occurs whether court-based or community-based that deflect individuals to behavioral health services. As lead fund planner for the SCIP federal grant this position is responsible for the oversight of the funds including the annual federal application each annual awards management including reporting and subawarding funds to a variety of subrecipients across the state; meeting federal fund mandates for budgeting and subaward distribution; ongoing monitoring planning and reporting on federal fund balances; and consulting researching and outreaching regarding best practices in crisis intervention services with local and state governments criminal justice agencies and community-based behavioral or human services providers. This position will work with the lead criminal justice planner to staff the State Crisis Intervention Program Committee of the Governors Crime Commission. This position will also maintain frequent contact with the federal Bureau of Justice Assistance SCIP program staff in the US Department of Justice Office of Justice Programs.

Primary duties include:

  • Leading in the management of the fund source and the examination and evaluation of subrecipient requests for funding from organizations that provide criminal justice and human services especially crisis intervention programming.
  • Assisting in the development of new subawards and increasing the effectiveness of current programs; monitoring current subaward needs in order to determine ways to improve ongoing and future programs.
  • Coordinating with federal state and local officials to develop subawards consistent with current methodology and new initiatives.
  • Recommending subawards based on federal grant requirements the Governors and GCC stated priorities and GCCs established policies and practices.
  • Completing state and federal reports about subawards program performance.
  • Analyzing evaluating interpreting and developing solutions for program and procedural problems affecting the states SCIP program; and other duties as required.
  • Ability to exercise judgment and discretion in applying and interpreting data policies and procedures.
  • Ability to communicate ideas in verbal and written format to include the ability to write and present reports and information to a wide range of audiences.

Additionally

The position involves frequent phone contact and email communication with human services and victim services agencies state and local government agencies and criminal justice agencies. Travel to attend in-state and out-of-state conferences is involved. Work is performed under the direction of a Lead Criminal Justice Planner II and works closely with the Criminal Justice Improvement Planning Team

About the Governors Crime Commission
The Governors Crime Commission (GCC) is the chief advisory body to the Governor and the Secretary of the Department of Public Safety on crime and justice issues. The GCC administers federal and state grants and is the State Administering Agency (SAA) for ten federal block and formula grant programs including: Juvenile Justice and Delinquency Prevention (JJDP) Byrne Justice Assistance Grant (JAG) Victims of Crime Act (VOCA) Byrne Justice Assistance Grant (SCIP AND PSN) Sexual Assault Services Program (SASP) Childrens Justice Act (CJA) and Residential Substance Abuse Treatment (RSAT). GCC also serves as the fiscal agent for the Project Safe Neighborhoods (PSN) grants awarded to the US Attorney Offices in North Carolina. Over 400 grants are awarded and administered annually for state and local government agencies law enforcement agencies non-profit agencies educational institutions and social service agencies.

Planner
Bachelors degree in public service administration psychology sociology or social work or a human service programmatic field from an appropriately accredited institution;

or
Bachelors degree from an appropriately accredited institution and two years of administrative or consultative experience in a human service program;

or an equivalent combination of education and experience.

Evaluator
Bachelors degree in psychology sociology or social work or a human service programmatic field from an appropriately accredited institution; or

Bachelors degree from an appropriately accredited institution and two years of program evaluation or consultative experience in human service programs;
or an equivalent combination of education and experience.
