The Department of Economic Security Office of the Director (OOD) is seeking an experienced and highly motivated individual to join our team as a Senior Administrator. Under the direction of a DES Deputy Director this position through subordinates is responsible for high-level leadership managerial work of considerable complexity and administration of the work activity and initiatives of Agency-wide impact including but not limited to administrative policy procedures rules and public records requests for the Directors Office Division staff Attorney Generals Office other state agencies outside public interest entities law firms law enforcement entities and the general public.
This position may offer the ability to work remotely within Arizona based upon the departments needs and continual meeting of expected performance measures.

Essential Responsibilities include but are not limited to:
Responsible for management and oversight of complex projects of considerable difficulty in fulfillment of Departments public records requests often involving cross-divisional high-profile media and large-scale requests for internal email communications and other public documents.
Directs coordination efforts in processing litigation holds serving as central organizational contact for the Attorney Generals Office the Departments General Counsel and Department staff. Ensures the fulfillment of litigation-related projects including adherence to rules and laws governing public records requests related to Department records as part of the discovery process.
Serves as Executive Leadership member and has a substantial role in department revision of agency policy and procedure for the development or review of administrative rules policies procedures and coordination of implementation with the Directors Office Division staff Attorney Generals Office other state agencies and outside public interest entities.
Directs agency-wide privacy-related projects through the Chief Privacy Officer. Ensures all related aspects of tracking reporting adherence research and resolution are complete accurate and timely.
Direct cross-divisional teams in the development implementation and continuous improvement of policy rule public record and litigation response processes and products including deployment change management and accountability system to ensure adherence and mitigate risk.
Provides project leadership and advice to internal and external stakeholders and performs other strategic and analytical tasks in coordination with the Privacy Records Team Policy Team Litigation Hold Team in conjunction with Assistant Directors and other Agency leadership.
Knowledge of:
Department organizational structure functions and mission; state government functions related to the Department.
Federal and state legislative processes.
Impact of new or existing polices on Department operations state and federal laws rules regulations and procedures annual budget processes and implementation of new legislation and impact on state and Department policy.
The Administrative Procedures Act HIPAA and Privacy laws; response methods federal reporting expectations such as TANF and SSBG; principles of laws for the fulfillment of public records requests.
Establishment and monitoring of metrics.
Effective and positive leadership and management principles including building teams leading coaching and motivation of a professional staff as well as strategic planning and achieving Department goals and objectives.
Skill in:
Exceptional reading writing and verbal communication skills.
Proficiency in laws rules and regulation interpretation pertaining to the work system.
Public relations/interpersonal relations skills as applied to interaction with contract and governmental agency representatives citizen advocacy groups department staff community members or agency individuals.
Strong public speaking skills in order to provide clear and concise information on programs to community state and national groups.
Developing and implementing various sourcing strategies based upon strategic goals and objectives; problem-solving decision-making identifying and resolving problems.
Ability to:
Communicate effectively.
Make sound decisions and build consensus; assess risk and make recommendations.
Edit finalize and/or approve various high level products that are submitted to executive management the Governors Office and the general public.
Effectively manage distribution of information based on complex federal state and administrative rules and regulations.
Develop and implement policies and procedures; demonstrate continuous effort to improve operations and streamline work processes.
Organize and manage multiple tasks of extreme difficulty in an accurate and timely manner.
Develop and maintain effective working relationships.
Meet Department expectations regarding customer service.
The ideal candidate for this position will have:
Bachelors degree prefer Masters degree in Public Administration Public Policy or degree in appropriate field of study or equivalent work experience. At least five years of experience of senior level position(s) involving administrative and policy decisions rulemaking high level analysis of programs or processes and/or experience with legal documents.
Employees shall obtain and maintain a valid Level One fingerprint clearance card issued pursuant to S.B.1164.
This position may require driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
