Job Description

POSITION SUMMARY:

The Public Works Superintendent is responsible for planning organizing supervising and coordinating the daily operations of the Public Works Department including streets drainage facilities traffic fleet maintenance and other municipal infrastructure services. This position ensures safe efficient and cost-effective delivery of public works services while maintaining compliance with all applicable local state and federal regulations.

ESSENTIAL DUTIES AND RESPSPSONSIBILITIES: The below statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities duties and skills required. This description is subject to modification as the needs and requirements of the position change.

  • Plan schedule and oversee maintenance repair and construction of city streets drainage systems traffic operations parks and facilities.
  • Monitor work progress to ensure projects are completed on time within budget and in accordance with standards.
  • Respond to and coordinate emergencies during and after regular hours.
  • Supervise train and evaluate assigned staff; assign daily work duties and ensure proper staffing levels.
  • Promote safe work practices and ensure compliance with TCEQ and other safety regulations.
  • Provide mentoring and professional development opportunities for team members.
  • Assist in preparing and managing the departmental budget; monitor expenditures and control costs.
  • Maintain an inventory of equipment tools vehicles and supplies.
  • Recommend equipment purchases replacements and upgrades.
  • Contributes to the overall success of the department by performing other essential duties as assigned;
  • Contributes to a work environment that encourages knowledge of respect for and development of skills to engage with those of other cultures or backgrounds;
  • Subject to 24 hour recall: The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.

KNOWLEDGE SKILLS & ABILITIES: To perform in this position successfully and individual(s) must be able to perform each essential duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required.

  • Knowledge of maintenance upgrade and improvement techniques for facility and vehicle operations.
  • Knowledge of inventory control and purchasing procedures for division vehicles and equipment.
  • Knowledge of management and administration practices and procedures.
  • Knowledge of City policies and procedures.
  • Proficiency in the use of computers and related equipment hardware and software specific to area of assignment.
  • Skill in inspecting and investigating streets projects in progress and upon completion.
  • Skill in effective verbal and written communications.
  • Skill in planning and implementing divisional procedures and objectives.
  • Skill in effectively supervising and delegating duties to assigned staff.
  • Skill in resolving customer complaints and concerns.


EDUCATION EXPERIENCE AND TRAINING (Certification/Licensure): The preferred way to obtain the minimum knowledge skills and abilities to perform the essential duties and responsibilities of this position are listed below. The City reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another.

Education / Related Work Experience:

Bachelors Degree and three (3) years of progressively responsible experience related to area of assignment including prior lead or supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

  • Must possess valid Class C State of Texas Drivers License. (Class B CDL preferred)
  • Knowledge of construction methods equipment operation streets drainage and public facilities maintenance.
  • Ability to read and interpret technical manuals maps and specifications.
  • Strong communication leadership and organizational skills.

Positions in this class typically require: climbing balancing stooping kneeling crouching crawling reaching standing walking pushing pulling lifting grasping feeling talking hearing seeing and repetitive motions.

Medium Work: Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.

Incumbents may be subjected to moving mechanical parts electrical currents vibrations fumes odors dusts gases poor ventilation chemicals oils extreme temperatures inadequate lighting intense noises and travel.
