Job Description

Purpose

The Systems Integration Manager plans coordinates architectsand supervises all functions related to the integration of software programsapplications and third-party solutions.

Essential Functions

System Integration

  • Define system and application architecture; anticipate and resolve problems.
  • Direct the software integration function by integrating developing and maintaining software applications.
  • Manage a team of programmers to architect implement and maintain enterprise-level software products including the monitoring scheduling prioritizing and delivery of integration activities and individual projects of team members.
  • Establish and direct the strategic long-term goals policies and procedures for E-Gov and City-wide application deployment.
  • Determine long-term system needs to accomplish the Citys E-Gov business objectives.
  • Coordinate troubleshooting of software applications as needed including on an emergency and after-hours basis as needed.

Leadership

  • Serve as a member of the divisions senior staff which advises and supports the activities of the Chief Information Officer and helps in developing strategic and operational direction for division activities.
  • Perform administrative duties and personnel-related functions such as staff management performance reviews timecard approvals and staff scheduling.
  • Prepare budgets for support or upgrade activities and match resource requirements to the budget.

Conditions of Employment

The Systems Integration Manager must be willing and able to:

  • File a statement of economic interests in accordance with the Milwaukee Code of Ordinances Chapter 303-Code of Ethics.
  • Pass a Federal Bureau of Investigation (FBI) Criminal Justice Information Services Division (CJIS) background investigation and clearance check and maintain clearance throughout employment.

Minimum Requirements

  1. Bachelors degree in computer science information systems management business administration finance or a closely related field from an accredited college or university.
  2. Five years of project management experience including supervision of a team of IT professionals.
  3. Criminal Justice Information Services (CJIS) certification within six months of appointment as a condition of passing probation and throughout employment.
  4. Valid drivers license and availability of a properly insured personal vehicle for use on the job required at the time of appointment and throughout employment. Mileage reimbursement is provided.

Equivalent combinations of education and experience may beconsidered.

Desirable Qualifications

  • Masters degree in computer science information systems management business administration finance or a closely related field from an accredited college or university.
  • Project Management Professional (PMPPMI) certified.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Knowledge of information systems integration and development utilizing tools such as SQL Crystal Reports SSRS WebSphere content management systems and Esri.
  • Knowledge of IT concepts practices and procedures such as buy vs. build business cases development software integration and application modernization.
  • Knowledge of the principles and best practices of IT project management systems configuration and process mapping.
  • Knowledge of budgeting practices and principles to prepare capital and operating budgets.
  • Knowledge of customer service best practices and the ability to effectively integrate them into operational processes.
  • Ability to test code/end product and ensure it meets quality standards.
  • Ability to write technical specifications.
  • Ability to identify practical technological solutions to meet the Citys needs.

Leadership

  • Knowledge of leadership principles and best practices for selecting supervising and motivating employees.
  • Ability to analyze problems and instruct employees on proper operational approaches to address issues.
  • Ability to empower manage coach and train staff to accomplish utility goals.
  • Ability to maintain situational awareness and calmly handle emergencies.
  • Ability to foster an environment of inclusion wherein all are treated respectfully valued for their strengths and feel that they can safely express themselves.

Current Salary

The current salary range (Pay Range 1OX) is$128880-$164446annuallyand the resident incentive salary range is$132746-$169379annually.Appointmentabove the minimum is possible based upon level of experience and otherqualifications and is subject to approval.
