Senior Program Manager to lead this high-impact citywide transformation.
This role will oversee the planning execution and delivery of a complex multi-departmental technology modernization program that will reshape how the City manages licensing permitting and customer engagement. The ideal candidate brings a rare combination of strategic leadership program delivery expertise and exceptional communication skills to build trust across executive leadership city council community stakeholders and vendor partners.
Key Responsibilities - Provide strategic leadership and program management for the citys enterprise permitting and licensing system implementation from planning through go-live and post-deployment adoption.
- Serve as the primary liaison and trusted advisor to executive leadership department heads city council and community representatives.
- Ensure coordination across city departments including Planning Public Works Building Inspections and others to support unified goals and business process improvements.
- Drive vendor accountability contract compliance and solution delivery through structured governance and performance oversight.
- Lead change management stakeholder engagement and communication strategies to ensure user adoption executive buy-in and public transparency.
- Oversee program budgeting reporting milestone tracking and risk mitigation.
Ideal Candidate Profile - Proven experience managing large-scale public sector IT initiatives-ideally involving enterprise permitting or licensing systems in a city or state environment.
- Demonstrated ability to operate effectively in high-visibility roles with executive leadership elected officials and cross-agency teams.
- Deep understanding of program governance software implementation methodologies and vendor management.
- Strong facilitation and presentation skills; capable of translating complex program objectives into clear messaging for technical and non-technical audiences.
